The analysis centre also serves as an interface to <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>global</strong> IGS network whose datacould be involved into processing to generate precise orbits, clock and integrity informati<strong>on</strong>.112. Few opti<strong>on</strong>s are under c<strong>on</strong>siderati<strong>on</strong> for data delivery to users. The main opti<strong>on</strong> is databroadcasting in <str<strong>on</strong>g>the</str<strong>on</strong>g> third civil GLONASS signal at <str<strong>on</strong>g>the</str<strong>on</strong>g> L3 GLONASS frequency band. Thesec<strong>on</strong>d opti<strong>on</strong> is to use <str<strong>on</strong>g>the</str<strong>on</strong>g> SISNET technique based <strong>on</strong> mobile Internet service. TV and FMchannels are also under evaluati<strong>on</strong>.113. This augmentati<strong>on</strong> system according to <str<strong>on</strong>g>the</str<strong>on</strong>g> requirements is under <str<strong>on</strong>g>the</str<strong>on</strong>g> civil operatorc<strong>on</strong>trol and fully independent from <str<strong>on</strong>g>the</str<strong>on</strong>g> GLONASS c<strong>on</strong>trol segment. The augmentati<strong>on</strong> systemoperator shall be fully in charge <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> service provisi<strong>on</strong>, including legal and financial obligati<strong>on</strong>s.Internati<strong>on</strong>al co-operati<strong>on</strong>114. GLONASS, as a dual-use system under interagency board c<strong>on</strong>trol, is opened forinternati<strong>on</strong>al co-operati<strong>on</strong>. The negotiati<strong>on</strong>s with <str<strong>on</strong>g>the</str<strong>on</strong>g> European Uni<strong>on</strong> (EU), <str<strong>on</strong>g>the</str<strong>on</strong>g> European SpaceAgency (ESA), <str<strong>on</strong>g>the</str<strong>on</strong>g> United States, India, China and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r countries are under way. The objectives<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al co-operati<strong>on</strong> are:• Develop GLONASS, GPS, GALILEO and <str<strong>on</strong>g>the</str<strong>on</strong>g>ir augmentati<strong>on</strong>s in such a way to havecompatible, complementary and interoperable <strong>systems</strong>;• Benefit users by reliable, accurate and highly available navigati<strong>on</strong> service; and• Beneficial use <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>satellite</strong> navigati<strong>on</strong> services in world market.3. GALILEOEuropean <strong>satellite</strong> navigati<strong>on</strong> policy115. The European Uni<strong>on</strong> c<strong>on</strong>siders that <strong>satellite</strong> navigati<strong>on</strong> will become <str<strong>on</strong>g>the</str<strong>on</strong>g> primary means <str<strong>on</strong>g>of</str<strong>on</strong>g>navigati<strong>on</strong> for civilian users worldwide in <str<strong>on</strong>g>the</str<strong>on</strong>g> future. Satellite navigati<strong>on</strong>, positi<strong>on</strong>ing and timingwill become an integral part <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Trans European Network covering transport, energy andtelecommunicati<strong>on</strong> links. In additi<strong>on</strong> to general users, many safety-critical services in transportand o<str<strong>on</strong>g>the</str<strong>on</strong>g>r areas <str<strong>on</strong>g>of</str<strong>on</strong>g> ec<strong>on</strong>omy will increasingly depend <strong>on</strong> <strong>satellite</strong> navigati<strong>on</strong> services. Hence <str<strong>on</strong>g>the</str<strong>on</strong>g>decisi<strong>on</strong> by <str<strong>on</strong>g>the</str<strong>on</strong>g> EU and <str<strong>on</strong>g>the</str<strong>on</strong>g> ESA to jointly develop GALILEO.116. Transport needs are a major factor behind <str<strong>on</strong>g>the</str<strong>on</strong>g> European <strong>satellite</strong> navigati<strong>on</strong> policy. TheEuropean Commissi<strong>on</strong> White Paper <strong>on</strong> transport policy has highlighted <str<strong>on</strong>g>the</str<strong>on</strong>g> importance <str<strong>on</strong>g>of</str<strong>on</strong>g>decoupling ec<strong>on</strong>omic growth from transport needs to meet <str<strong>on</strong>g>the</str<strong>on</strong>g> goal <str<strong>on</strong>g>of</str<strong>on</strong>g> sustainable development.This goal can be achieved by shifting <str<strong>on</strong>g>the</str<strong>on</strong>g> balance to transport modes, which are moreenvir<strong>on</strong>mentally friendly (particularly rail and maritime), eliminating bottlenecks and by placingusers at <str<strong>on</strong>g>the</str<strong>on</strong>g> heart <str<strong>on</strong>g>of</str<strong>on</strong>g> transport policy. As a result, <str<strong>on</strong>g>the</str<strong>on</strong>g> GALILEO <strong>satellite</strong> navigati<strong>on</strong> system isforeseen as an instrument to reach <str<strong>on</strong>g>the</str<strong>on</strong>g>se goals.117. Rati<strong>on</strong>al use <str<strong>on</strong>g>of</str<strong>on</strong>g> space-based and terrestrial navigati<strong>on</strong> aids is <strong>on</strong>e way to enhancetransport safety while keeping costs under c<strong>on</strong>trol. The European Commissi<strong>on</strong> (EC) promotes aco-ordinated policy at <str<strong>on</strong>g>the</str<strong>on</strong>g> European level to efficiently use <str<strong>on</strong>g>the</str<strong>on</strong>g>se facilities across all modes <str<strong>on</strong>g>of</str<strong>on</strong>g>25
