Currently,<str<strong>on</strong>g>the</str<strong>on</strong>g> GLONASS service is available for users with limitati<strong>on</strong>s. According to <str<strong>on</strong>g>the</str<strong>on</strong>g> Federal Program,<str<strong>on</strong>g>the</str<strong>on</strong>g> GLONASS <strong>satellite</strong> c<strong>on</strong>stellati<strong>on</strong> will be restored c<strong>on</strong>sistently having 18 <strong>satellite</strong>s in space by2006 (minimal required c<strong>on</strong>stellati<strong>on</strong>) and 24 <strong>satellite</strong>s by 2010 at <str<strong>on</strong>g>the</str<strong>on</strong>g> latest.101. Based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> present and future user requirements, <str<strong>on</strong>g>the</str<strong>on</strong>g> GLONASS system will bemodernised according to <str<strong>on</strong>g>the</str<strong>on</strong>g> Modernisati<strong>on</strong> Plan.GLONASS modernisati<strong>on</strong> and services102. The trend <str<strong>on</strong>g>of</str<strong>on</strong>g> realisati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> l<strong>on</strong>g term Federal Missi<strong>on</strong> Oriented Program “GlobalNavigati<strong>on</strong> System”, adopted by <str<strong>on</strong>g>the</str<strong>on</strong>g> Government <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Russian Federati<strong>on</strong> in August 2001,opened up <str<strong>on</strong>g>the</str<strong>on</strong>g> encouraging l<strong>on</strong>g-range outlook <str<strong>on</strong>g>of</str<strong>on</strong>g> GLONASS maintenance and development.New services such as Search and Rescue, Integrity and Real-Time Precise Positi<strong>on</strong>ing assumed tobe implemented. The modernisati<strong>on</strong> program is aimed to bring <str<strong>on</strong>g>the</str<strong>on</strong>g> following benefits:• For civil users:− More robust navigati<strong>on</strong> against interference, compensati<strong>on</strong> fori<strong>on</strong>ospheric delays due to new signals.− Higher accuracy, availability, integrity and reliability.• For military users:− Enhanced ability to deny hostile GLONASS use.− More robust navigati<strong>on</strong> against interference.− Enhanced time <str<strong>on</strong>g>of</str<strong>on</strong>g> aut<strong>on</strong>omy operati<strong>on</strong>.− Higher accuracy, availability, integrity and reliability.− Supplementary tasks.• For customers:− Less expenses for c<strong>on</strong>stellati<strong>on</strong> maintenance due to enhanced <strong>satellite</strong>lifetime and group launch up to 6 <strong>satellite</strong>s.− Less expenses for ground operati<strong>on</strong> due to operati<strong>on</strong> automati<strong>on</strong>.• For internati<strong>on</strong>al co-operati<strong>on</strong>:− Compatibility and interoperability <str<strong>on</strong>g>of</str<strong>on</strong>g> GLONASS, GPS and GALILEO.103. The development <str<strong>on</strong>g>of</str<strong>on</strong>g> GLONASS assumes <str<strong>on</strong>g>the</str<strong>on</strong>g> following phases: <str<strong>on</strong>g>the</str<strong>on</strong>g> first c<strong>on</strong>cernssustaining <str<strong>on</strong>g>the</str<strong>on</strong>g> current system by launch <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> present design GLONASS <strong>satellite</strong>s. The standardservice is provided to civil users with limited c<strong>on</strong>stellati<strong>on</strong>. The gap in GLONASS service willreduce as <str<strong>on</strong>g>the</str<strong>on</strong>g> number <str<strong>on</strong>g>of</str<strong>on</strong>g> GLONASS <strong>satellite</strong>s in <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>stellati<strong>on</strong> increases.104. The next phase <str<strong>on</strong>g>of</str<strong>on</strong>g> modernisati<strong>on</strong> is based <strong>on</strong> deployment from 2003 to 2006 <str<strong>on</strong>g>of</str<strong>on</strong>g>GLONASS-M <strong>satellite</strong>s with extended lifetime to 7 years. The first civil signal at L1 will bemoved to <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al c<strong>on</strong>venti<strong>on</strong>al frequency band (1593 – 1610.5 MHz). The sec<strong>on</strong>d civilsignal will be implemented at L2 frequency band to be also moved as a sequence <str<strong>on</strong>g>of</str<strong>on</strong>g> L1 shift(1238 – 1253.5 MHz). The upper limit <str<strong>on</strong>g>of</str<strong>on</strong>g> positi<strong>on</strong>ing accuracy with help <str<strong>on</strong>g>of</str<strong>on</strong>g> two civil signals shall23
