<str<strong>on</strong>g>the</str<strong>on</strong>g> Board, mainly civil instituti<strong>on</strong>s. The Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Defense has been assigned for <str<strong>on</strong>g>the</str<strong>on</strong>g> operati<strong>on</strong>and maintenance <str<strong>on</strong>g>of</str<strong>on</strong>g> GLONASS.GLONASS overview84. Some web sites related to <str<strong>on</strong>g>the</str<strong>on</strong>g> subject are indicated below:• General GLONASS informati<strong>on</strong> (Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Defense, Russian Federati<strong>on</strong> Co-ordinati<strong>on</strong>Scientific Informati<strong>on</strong> Center):www.gl<strong>on</strong>ass-center.ru (Russian and English)• GNSS Performance and Applicati<strong>on</strong> (Federal Space Agency, Central Research Institute,Missi<strong>on</strong> C<strong>on</strong>trol Center, Informati<strong>on</strong> Analytical Center):www.mcc.rsa.ru/main_iac.htm or www.mcc.rsa.ru (Russian and English)• GNSS Applicati<strong>on</strong> and User Equipment (Federal Space Agency, Russian Institute <str<strong>on</strong>g>of</str<strong>on</strong>g>Space Device Engineering, Multifuncti<strong>on</strong>al Navigati<strong>on</strong> Informati<strong>on</strong> Center):www.mnicrisde.ru (Russian, under development)• GLONASS Satellite Data (Federal Space Agency, Scientific Industry Co-operati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>Applied Mechanics):www.npopm.ru (Russian)85. The user equipment performs passive measurements <str<strong>on</strong>g>of</str<strong>on</strong>g> pseudoranges and pseudorangerate <str<strong>on</strong>g>of</str<strong>on</strong>g> four (three) GLONASS <strong>satellite</strong>s. It also receives and processes navigati<strong>on</strong> messagesc<strong>on</strong>tained within navigati<strong>on</strong> signals <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>satellite</strong>s. The navigati<strong>on</strong> message describes positi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>satellite</strong>s both in space and time. Combined processing <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> measurements and <str<strong>on</strong>g>the</str<strong>on</strong>g>navigati<strong>on</strong> messages <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> four (three) GLONASS <strong>satellite</strong>s allows user to determine three (two)positi<strong>on</strong> co-ordinates, three (two) velocity vector c<strong>on</strong>stituents, and to refer user time scale to <str<strong>on</strong>g>the</str<strong>on</strong>g>Nati<strong>on</strong>al Reference <str<strong>on</strong>g>of</str<strong>on</strong>g> Coordinated Universal Time UTC (SU). The navigati<strong>on</strong> message includes<str<strong>on</strong>g>the</str<strong>on</strong>g> data that allows for planning observati<strong>on</strong>s, selecting and tracking <str<strong>on</strong>g>the</str<strong>on</strong>g> necessary c<strong>on</strong>stellati<strong>on</strong><str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>satellite</strong>s.86. The GLONASS system c<strong>on</strong>sists <str<strong>on</strong>g>of</str<strong>on</strong>g> space and ground c<strong>on</strong>trol segments and user segmentas well. The space segment includes <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>stellati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> 24 <strong>satellite</strong>s in three orbital planes by 8<strong>satellite</strong>s in each, and evenly distributed, al<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> orbit and launch. The orbit parameters:• Height 19100 km;• Inclinati<strong>on</strong> 64.8°; and• Orbit type circular with revoluti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> 11h 15m.87. Three planes are shifted at equator plane by 120°. An interval <str<strong>on</strong>g>of</str<strong>on</strong>g> repetiti<strong>on</strong> for <strong>satellite</strong>tracks and visibility z<strong>on</strong>es as observed <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> ground is equal to 17 orbital periods (7 days, 23hours 27 minutes 28 sec<strong>on</strong>ds).88. Such orbit parameters ensure <str<strong>on</strong>g>the</str<strong>on</strong>g> high stability <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>stellati<strong>on</strong>, making unnecessary<str<strong>on</strong>g>the</str<strong>on</strong>g> orbit correcti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> GLONASS <strong>satellite</strong> during its lifetime. GLONASS <strong>satellite</strong>s have beendesigned for 3 and half years lifetime. Actual mean <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> lifetime for GLONASS is about 4.5years.89. The ground c<strong>on</strong>trol segment includes:• The GLONASS system c<strong>on</strong>trol centre located in Krasnoznamensk Space Center <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>Space Forces (Moscow regi<strong>on</strong>);21
