The Program guarantees <str<strong>on</strong>g>the</str<strong>on</strong>g> GLONASS Statefunding for 10 years, from 2002 to 2011. The budget for <str<strong>on</strong>g>the</str<strong>on</strong>g> Program has been allocated to beannually adjusted.79. There are six State Customers <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Program: <str<strong>on</strong>g>the</str<strong>on</strong>g> Russian Federal Space Agency (FSA) ,<str<strong>on</strong>g>the</str<strong>on</strong>g> Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Defense (MOD), <str<strong>on</strong>g>the</str<strong>on</strong>g> Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Industry (MOI), <str<strong>on</strong>g>the</str<strong>on</strong>g> Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Transport(MOT), <str<strong>on</strong>g>the</str<strong>on</strong>g> Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Science and Educati<strong>on</strong> (MOSE) and <str<strong>on</strong>g>the</str<strong>on</strong>g> Federal Geodesy and MappingService (FGMS). The Federal Space Agency is <str<strong>on</strong>g>the</str<strong>on</strong>g> general co-ordinator <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Programimplementati<strong>on</strong>. Each Agency or Ministry is resp<strong>on</strong>sible for <str<strong>on</strong>g>the</str<strong>on</strong>g>ir subprogram with speciallydefined goals.80. The Program covers <str<strong>on</strong>g>the</str<strong>on</strong>g> following directi<strong>on</strong>s and subprograms:• The GLONASS system maintenance, modernisati<strong>on</strong>, deployment, operati<strong>on</strong> and relatedresearch & development activities (Federal Space Agency and MOD resp<strong>on</strong>sibility);• Navigati<strong>on</strong> receiver and user equipment development for civil use, industry preparati<strong>on</strong>for mass producti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> GNSS equipment (Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Industry resp<strong>on</strong>sibility);• GNSS equipment and technology implementati<strong>on</strong> for transport (aviati<strong>on</strong>, maritime, railroad, land transport, cars and trucks) - (MOT resp<strong>on</strong>sibility);• GNSS technology applicati<strong>on</strong>s for geodetic provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Russian territory.Modernisati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> geodetic system (RMGS resp<strong>on</strong>sibility); and• GNSS receiver and user equipment development for special use (military and specialforces) - (MOD resp<strong>on</strong>sibility).81. The main features <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Federal GLONASS Missi<strong>on</strong> Oriented Program are:• This is <str<strong>on</strong>g>the</str<strong>on</strong>g> first case in <str<strong>on</strong>g>the</str<strong>on</strong>g> Russian (and Soviet) history when a single space missi<strong>on</strong>, tobe fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r developed, modernised and sustained, is in <str<strong>on</strong>g>the</str<strong>on</strong>g> framework <str<strong>on</strong>g>of</str<strong>on</strong>g> a speciallydedicated federal program;• The program covers all segments: space, ground c<strong>on</strong>trol and user ensuringcomprehensive and co-ordinated development;• GLONASS system financing is clearly presented in <str<strong>on</strong>g>the</str<strong>on</strong>g> State budget Law withgovernmental obligati<strong>on</strong>s for 10 years. Co-ordinator <str<strong>on</strong>g>of</str<strong>on</strong>g> all activities in <str<strong>on</strong>g>the</str<strong>on</strong>g> framework <str<strong>on</strong>g>of</str<strong>on</strong>g><str<strong>on</strong>g>the</str<strong>on</strong>g> GLONASS Program at <str<strong>on</strong>g>the</str<strong>on</strong>g> time <str<strong>on</strong>g>of</str<strong>on</strong>g> writing this <str<strong>on</strong>g>report</str<strong>on</strong>g> is <str<strong>on</strong>g>the</str<strong>on</strong>g> civil instituti<strong>on</strong> FederalSpace Agency. The State budget m<strong>on</strong>ey dedicated for GLONASS flows through <str<strong>on</strong>g>the</str<strong>on</strong>g>Federal Space Agency and Ministry <str<strong>on</strong>g>of</str<strong>on</strong>g> Defense in about equal shares.82. The GLONASS Co-ordinati<strong>on</strong> Board was established in 2002 including all Program StateCustomers with a Federal Space Agency representative as a chair. To implement <str<strong>on</strong>g>the</str<strong>on</strong>g> permanentwork for Program co-ordinati<strong>on</strong> and to co-ordinate activities to implement <str<strong>on</strong>g>the</str<strong>on</strong>g> strategy defined by<str<strong>on</strong>g>the</str<strong>on</strong>g> Co-ordinati<strong>on</strong> Board, <str<strong>on</strong>g>the</str<strong>on</strong>g> Executive Committee has been established including representatives<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Customers, leading research institutes and industry.83. Since this event happened, <str<strong>on</strong>g>the</str<strong>on</strong>g> GLONASS system has become a real dual-use system, notrestricted to military activities <strong>on</strong>ly. The strategy for development <str<strong>on</strong>g>of</str<strong>on</strong>g> GLONASS is generated by20
<str<strong>on</strong>g>the</str<strong>on</strong>g> Board, mainly civil instituti<strong>on</strong>s. The user equipment performs passive measurements <str<strong>on</strong>g>of</str<strong>on</strong>g> pseudoranges and pseudorangerate <str<strong>on</strong>g>of</str<strong>on</strong>g> four (three) GLONASS <strong>satellite</strong>s. It also receives and processes navigati<strong>on</strong> messagesc<strong>on</strong>tained within navigati<strong>on</strong> signals <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>satellite</strong>s. The navigati<strong>on</strong> message describes positi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>satellite</strong>s both in space and time. Combined processing <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> measurements and <str<strong>on</strong>g>the</str<strong>on</strong>g>navigati<strong>on</strong> messages <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> four (three) GLONASS <strong>satellite</strong>s allows user to determine three (two)positi<strong>on</strong> co-ordinates, three (two) velocity vector c<strong>on</strong>stituents, and to refer user time scale to <str<strong>on</strong>g>the</str<strong>on</strong>g>Nati<strong>on</strong>al Reference <str<strong>on</strong>g>of</str<strong>on</strong>g> Coordinated Universal Time UTC (SU). The navigati<strong>on</strong> message includes<str<strong>on</strong>g>the</str<strong>on</strong>g> data that allows for planning observati<strong>on</strong>s, selecting and tracking <str<strong>on</strong>g>the</str<strong>on</strong>g> necessary c<strong>on</strong>stellati<strong>on</strong><str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>satellite</strong>s.86. The GLONASS system c<strong>on</strong>sists <str<strong>on</strong>g>of</str<strong>on</strong>g> space and ground c<strong>on</strong>trol segments and user segmentas well. The space segment includes <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>stellati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> 24 <strong>satellite</strong>s in three orbital planes by 8<strong>satellite</strong>s in each, and evenly distributed, al<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> orbit and launch. The orbit parameters:• Height 19100 km;• Inclinati<strong>on</strong> 64.8°; and• Orbit type circular with revoluti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> 11h 15m.87. Three planes are shifted at equator plane by 120°. An interval <str<strong>on</strong>g>of</str<strong>on</strong>g> repetiti<strong>on</strong> for <strong>satellite</strong>tracks and visibility z<strong>on</strong>es as observed <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> ground is equal to 17 orbital periods (7 days, 23hours 27 minutes 28 sec<strong>on</strong>ds).88. Such orbit parameters ensure <str<strong>on</strong>g>the</str<strong>on</strong>g> high stability <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>stellati<strong>on</strong>, making unnecessary<str<strong>on</strong>g>the</str<strong>on</strong>g> orbit correcti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> GLONASS <strong>satellite</strong> during its lifetime. GLONASS <strong>satellite</strong>s have beendesigned for 3 and half years lifetime. Actual mean <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> lifetime for GLONASS is about 4.5years.89. The ground c<strong>on</strong>trol segment includes:• The GLONASS system c<strong>on</strong>trol centre located in Krasnoznamensk Space Center <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>Space Forces (Moscow regi<strong>on</strong>);21
