The growing demand from military, civil, commercial and scientific users has generated aUnited States commercial GPS equipment and service industry that lead in several countriesaround <str<strong>on</strong>g>the</str<strong>on</strong>g> world. Augmentati<strong>on</strong>s to enhance basic GPS services could fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r expand <str<strong>on</strong>g>the</str<strong>on</strong>g>se civiland commercial markets. In May 2000, in accordance with <str<strong>on</strong>g>the</str<strong>on</strong>g> policy stated in <str<strong>on</strong>g>the</str<strong>on</strong>g> PresidentialDecisi<strong>on</strong> Directive, Selective Availability, <str<strong>on</strong>g>the</str<strong>on</strong>g> intenti<strong>on</strong>al degradati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GPS civil services wasset to zero. Since that time, GPS users frequently see accuracy readings in <str<strong>on</strong>g>the</str<strong>on</strong>g> range <str<strong>on</strong>g>of</str<strong>on</strong>g> ten metersor better.19. The “basic GPS” is defined as:• The c<strong>on</strong>stellati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>satellite</strong>s, <str<strong>on</strong>g>the</str<strong>on</strong>g> navigati<strong>on</strong> payloads that produce <str<strong>on</strong>g>the</str<strong>on</strong>g> GPS signals,ground stati<strong>on</strong>s, data links and associated command and c<strong>on</strong>trol facilities which areoperated and maintained by <str<strong>on</strong>g>the</str<strong>on</strong>g> Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Defense;• The “Standard Positi<strong>on</strong>ing Service” (SPS) is <str<strong>on</strong>g>the</str<strong>on</strong>g> civil and commercial service providedby <str<strong>on</strong>g>the</str<strong>on</strong>g> basic GPS; and• The “Augmentati<strong>on</strong>s” as those <strong>systems</strong> based <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> GPS that provide integrity and realtimeaccuracy greater than <str<strong>on</strong>g>the</str<strong>on</strong>g> SPS.20.
