The Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Transportati<strong>on</strong> will:• Serve as <str<strong>on</strong>g>the</str<strong>on</strong>g> lead agency within <str<strong>on</strong>g>the</str<strong>on</strong>g> United States Government for all Federal civil GPSmatters;• Develop and implement United States Government augmentati<strong>on</strong>s to <str<strong>on</strong>g>the</str<strong>on</strong>g> basic GPS fortransportati<strong>on</strong> applicati<strong>on</strong>s;• Take <str<strong>on</strong>g>the</str<strong>on</strong>g> lead in promoting commercial applicati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> GPS technologies and <str<strong>on</strong>g>the</str<strong>on</strong>g>acceptance <str<strong>on</strong>g>of</str<strong>on</strong>g> GPS and United States Government augmentati<strong>on</strong>s as standards indomestic and internati<strong>on</strong>al transportati<strong>on</strong> <strong>systems</strong>, in co-operati<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g> Departments<str<strong>on</strong>g>of</str<strong>on</strong>g> Commerce, Defense and State; and• Co-ordinate United States Government-provided GPS civil augmentati<strong>on</strong> <strong>systems</strong> tominimise cost and duplicati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> effort, in co-operati<strong>on</strong> with o<str<strong>on</strong>g>the</str<strong>on</strong>g>r departments andagencies.14. The Department <str<strong>on</strong>g>of</str<strong>on</strong>g> State will:• C<strong>on</strong>sult with foreign governments and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r internati<strong>on</strong>al organizati<strong>on</strong>s to assess <str<strong>on</strong>g>the</str<strong>on</strong>g>feasibility <str<strong>on</strong>g>of</str<strong>on</strong>g> developing bilateral or multilateral guidelines <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> provisi<strong>on</strong> and use <str<strong>on</strong>g>of</str<strong>on</strong>g>GPS services, in co-operati<strong>on</strong> with appropriate departments and agencies;• Co-ordinate <str<strong>on</strong>g>the</str<strong>on</strong>g> interagency review <str<strong>on</strong>g>of</str<strong>on</strong>g> instructi<strong>on</strong>s to United States delegati<strong>on</strong>s tobilateral c<strong>on</strong>sultati<strong>on</strong>s and multilateral c<strong>on</strong>ferences related to <str<strong>on</strong>g>the</str<strong>on</strong>g> planning, operati<strong>on</strong>,management, use <str<strong>on</strong>g>of</str<strong>on</strong>g> GPS and related augmentati<strong>on</strong> <strong>systems</strong>; and• Co-ordinate <str<strong>on</strong>g>the</str<strong>on</strong>g> interagency review <str<strong>on</strong>g>of</str<strong>on</strong>g> internati<strong>on</strong>al agreements with foreign governmentsand internati<strong>on</strong>al organizati<strong>on</strong>s c<strong>on</strong>cerning internati<strong>on</strong>al use <str<strong>on</strong>g>of</str<strong>on</strong>g> GPS and relatedaugmentati<strong>on</strong> <strong>systems</strong>.Reporting requirements15. Beginning in 2000, <str<strong>on</strong>g>the</str<strong>on</strong>g> President was to make an annual determinati<strong>on</strong> <strong>on</strong> c<strong>on</strong>tinued use<str<strong>on</strong>g>of</str<strong>on</strong>g> GPS Selective Availability (SA). To support this determinati<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> Secretary <str<strong>on</strong>g>of</str<strong>on</strong>g> Defense, inco-operati<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g> Secretary <str<strong>on</strong>g>of</str<strong>on</strong>g> Transportati<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> Director <str<strong>on</strong>g>of</str<strong>on</strong>g> Central Intelligence, and heads<str<strong>on</strong>g>of</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r appropriate departments and agencies, shall provide an assessment and recommendati<strong>on</strong><strong>on</strong> c<strong>on</strong>tinued SA use. This recommendati<strong>on</strong> shall be provided to <str<strong>on</strong>g>the</str<strong>on</strong>g> President through <str<strong>on</strong>g>the</str<strong>on</strong>g>Assistant to <str<strong>on</strong>g>the</str<strong>on</strong>g> President for Nati<strong>on</strong>al Security Affairs and <str<strong>on</strong>g>the</str<strong>on</strong>g> Assistant to <str<strong>on</strong>g>the</str<strong>on</strong>g> President forScience and Technology.16. The President has approved a comprehensive nati<strong>on</strong>al policy <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> future managementand use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> United States Global Positi<strong>on</strong>ing System (GPS) and related United StatesGovernment augmentati<strong>on</strong>s. The Global Positi<strong>on</strong>ing System (GPS) was designed as a dual-usesystem with <str<strong>on</strong>g>the</str<strong>on</strong>g> primary purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> enhancing <str<strong>on</strong>g>the</str<strong>on</strong>g> effectiveness <str<strong>on</strong>g>of</str<strong>on</strong>g> United States and alliedmilitary forces to provide positi<strong>on</strong>, navigati<strong>on</strong> and timing services to both civil and military users.17. In 1983, <str<strong>on</strong>g>the</str<strong>on</strong>g> United States made a policy decisi<strong>on</strong> to provide GPS civil service <strong>on</strong> anopen basis, free <str<strong>on</strong>g>of</str<strong>on</strong>g> direct user charges. This policy decisi<strong>on</strong> was fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r documented in a 1996Presidential Decisi<strong>on</strong> Directive that also set up <str<strong>on</strong>g>the</str<strong>on</strong>g> Interagency GPS Executive Board to manage<str<strong>on</strong>g>the</str<strong>on</strong>g> system. GPS provides a substantial military advantage and is now being integrated into6
