Agriculture is <str<strong>on</strong>g>the</str<strong>on</strong>g> mainstay <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> ec<strong>on</strong>omies <str<strong>on</strong>g>of</str<strong>on</strong>g> most African countries. However, <str<strong>on</strong>g>the</str<strong>on</strong>g>reis a lack <str<strong>on</strong>g>of</str<strong>on</strong>g> knowledge <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> ec<strong>on</strong>omic, political and pr<str<strong>on</strong>g>of</str<strong>on</strong>g>essi<strong>on</strong>al benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> effective use <str<strong>on</strong>g>of</str<strong>on</strong>g>GNSS in agricultural development and diversificati<strong>on</strong> (in areas such as crop producti<strong>on</strong>,processing and planning, animal health and producti<strong>on</strong> and fisheries).Recommendati<strong>on</strong> 2.Internati<strong>on</strong>al d<strong>on</strong>ors should support disease vector mapping projects inAfrica using GNSS.577. This will enhance understanding <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> spread <str<strong>on</strong>g>of</str<strong>on</strong>g> killer epidemics such as <str<strong>on</strong>g>the</str<strong>on</strong>g> acquiredimmune deficiency syndrome (AIDS) and malaria prevalent in Africa. Governments couldappreciate and c<strong>on</strong>sider <str<strong>on</strong>g>the</str<strong>on</strong>g> impact <str<strong>on</strong>g>the</str<strong>on</strong>g> technology <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS could have in enhancing healthresources management and disease c<strong>on</strong>trol.Transportati<strong>on</strong>578. The Working Group <strong>on</strong> Transportati<strong>on</strong> during <str<strong>on</strong>g>the</str<strong>on</strong>g> United Nati<strong>on</strong>s/United States <str<strong>on</strong>g>of</str<strong>on</strong>g>America Internati<strong>on</strong>al Workshop <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> Use and Applicati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> Global Navigati<strong>on</strong> SatelliteSystems, held from 8 to 12 December 2003, Vienna, after having reviewed <str<strong>on</strong>g>the</str<strong>on</strong>g> survey <str<strong>on</strong>g>report</str<strong>on</strong>g> and<str<strong>on</strong>g>the</str<strong>on</strong>g> recommendati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> previous regi<strong>on</strong>al workshops and <str<strong>on</strong>g>the</str<strong>on</strong>g> expert meeting, recommended<str<strong>on</strong>g>the</str<strong>on</strong>g> following proposals aimed at promoting <str<strong>on</strong>g>the</str<strong>on</strong>g> appreciati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> potential socio-ec<strong>on</strong>omicbenefits <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS technology applicati<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> area <str<strong>on</strong>g>of</str<strong>on</strong>g> transportati<strong>on</strong> and timing.579. The recommendati<strong>on</strong>s in <str<strong>on</strong>g>the</str<strong>on</strong>g> various segments <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> transport industry are as follows:Recommendati<strong>on</strong> 1:Aviati<strong>on</strong>580. The Working Group <strong>on</strong> Transportati<strong>on</strong> noted that <str<strong>on</strong>g>the</str<strong>on</strong>g> activities <str<strong>on</strong>g>of</str<strong>on</strong>g> internati<strong>on</strong>al civilaviati<strong>on</strong> organizati<strong>on</strong>s such as ICAO, IATA, FAA, US-DOT, APEC, and ASECNA hadtremendously accelerated <str<strong>on</strong>g>the</str<strong>on</strong>g> adopti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS (RNAV) technology in industry. A closecollaborative relati<strong>on</strong>ship with ICAO was recommended in o<str<strong>on</strong>g>the</str<strong>on</strong>g>r to exploit and optimiseresources for skills and capacity building, particularly for Air Traffic C<strong>on</strong>trollers and Air TrafficManagers.581. In line with <str<strong>on</strong>g>the</str<strong>on</strong>g> need to facilitate <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>cept <str<strong>on</strong>g>of</str<strong>on</strong>g> “One Africa Sky” initiative, <str<strong>on</strong>g>the</str<strong>on</strong>g> Officefor Outer Space Affairs, in collaborati<strong>on</strong> with ICAO and IATA, should c<strong>on</strong>vene a c<strong>on</strong>ferencewith all chief executives <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> aviati<strong>on</strong> industry in Africa to deliberate and strategize <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g>implementati<strong>on</strong> modalities and requirements.Recommendati<strong>on</strong> 2:Road and Rail Transport582. Vehicle tracking and fleet management system were identified as an applicati<strong>on</strong> areawhere practical benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS technology could be easily dem<strong>on</strong>strated and appreciated,particularly in developing countries where road transport <strong>systems</strong> have remained <str<strong>on</strong>g>the</str<strong>on</strong>g> backb<strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g>mass movement and <str<strong>on</strong>g>the</str<strong>on</strong>g> haulage industry. The potential large market for <str<strong>on</strong>g>the</str<strong>on</strong>g> GNSS industry inthis segment would justify <str<strong>on</strong>g>the</str<strong>on</strong>g> need to build an enabling infrastructure, as an awareness tool andalso as an important marketing tool for <str<strong>on</strong>g>the</str<strong>on</strong>g> would-be service providers.106
