II.OVERVIEW OF PLANNED AND EXISTING GNSS AND AUGMENTATIONSA. Existing and planned GNSS1. GPSPresidential decisi<strong>on</strong> directive policy goals10. In <str<strong>on</strong>g>the</str<strong>on</strong>g> management and use <str<strong>on</strong>g>of</str<strong>on</strong>g> GPS, <str<strong>on</strong>g>the</str<strong>on</strong>g> United States seeks to support and enhance itsec<strong>on</strong>omic competitiveness and productivity while protecting its nati<strong>on</strong>al security and foreignpolicy interests. The United States goals are to:• Streng<str<strong>on</strong>g>the</str<strong>on</strong>g>n and maintain United States nati<strong>on</strong>al security;• Encourage acceptance and integrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GPS into peaceful, civil, commercial andscientific applicati<strong>on</strong>s worldwide;• Encourage private sector investment in and use <str<strong>on</strong>g>of</str<strong>on</strong>g> United States GPS technologies andservices;• Co-operate with o<str<strong>on</strong>g>the</str<strong>on</strong>g>r governments and internati<strong>on</strong>al organizati<strong>on</strong>s to ensure anappropriate balance between <str<strong>on</strong>g>the</str<strong>on</strong>g> requirements <str<strong>on</strong>g>of</str<strong>on</strong>g> internati<strong>on</strong>al civil, commercial andscientific users and internati<strong>on</strong>al security interests;• Advocate <str<strong>on</strong>g>the</str<strong>on</strong>g> acceptance <str<strong>on</strong>g>of</str<strong>on</strong>g> GPS and United States Government augmentati<strong>on</strong>s asstandards for internati<strong>on</strong>al use;• Purchase, to <str<strong>on</strong>g>the</str<strong>on</strong>g> fullest and feasible extent, commercially available GPS products andservices that meet United States Government requirements. No activities that preclude ordeter commercial GPS activities, except for nati<strong>on</strong>al security or public safety reas<strong>on</strong>s,will be c<strong>on</strong>ducted; and• A permanent interagency GPS Executive Board, jointly chaired by <str<strong>on</strong>g>the</str<strong>on</strong>g> Departments <str<strong>on</strong>g>of</str<strong>on</strong>g>Defense and Transportati<strong>on</strong>, will manage <str<strong>on</strong>g>the</str<strong>on</strong>g> GPS and United States Governmentaugmentati<strong>on</strong>s.11. O<str<strong>on</strong>g>the</str<strong>on</strong>g>r departments and agencies will participate as appropriate. The GPS ExecutiveBoard will c<strong>on</strong>sult with United States Government agencies, United States industries and foreigngovernments involved in navigati<strong>on</strong> and positi<strong>on</strong>ing system research, development, operati<strong>on</strong> anduse. This policy will be implemented within <str<strong>on</strong>g>the</str<strong>on</strong>g> overall resource and policy guidance provided by<str<strong>on</strong>g>the</str<strong>on</strong>g> President.Agency roles and resp<strong>on</strong>sibilities12. The Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Defense will:• C<strong>on</strong>tinue to acquire, operate, and maintain <str<strong>on</strong>g>the</str<strong>on</strong>g> basic GPS;• Maintain a Standard Positi<strong>on</strong>ing Service (as defined in <str<strong>on</strong>g>the</str<strong>on</strong>g> Federal Radio Navigati<strong>on</strong> Planand <str<strong>on</strong>g>the</str<strong>on</strong>g> GPS Standard Positi<strong>on</strong>ing Service Signal Specificati<strong>on</strong>) that will be available <strong>on</strong>a c<strong>on</strong>tinuous and worldwide basis;• Maintain a Precise Positi<strong>on</strong>ing Service for use by <str<strong>on</strong>g>the</str<strong>on</strong>g> United States military and o<str<strong>on</strong>g>the</str<strong>on</strong>g>rauthorised users;• Co-operate with <str<strong>on</strong>g>the</str<strong>on</strong>g> Director <str<strong>on</strong>g>of</str<strong>on</strong>g> Central Intelligence, <str<strong>on</strong>g>the</str<strong>on</strong>g> Department <str<strong>on</strong>g>of</str<strong>on</strong>g> State and o<str<strong>on</strong>g>the</str<strong>on</strong>g>rappropriate departments and agencies to assess <str<strong>on</strong>g>the</str<strong>on</strong>g> nati<strong>on</strong>al security implicati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>use <str<strong>on</strong>g>of</str<strong>on</strong>g> GPS, its augmentati<strong>on</strong>s, and alternative <strong>satellite</strong>-based positi<strong>on</strong>ing and navigati<strong>on</strong><strong>systems</strong>; and5
