• To encourage and promote <str<strong>on</strong>g>the</str<strong>on</strong>g> introducti<strong>on</strong> and utilisati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>satellite</strong> navigati<strong>on</strong> services,in particular in developing countries, through assistance with <str<strong>on</strong>g>the</str<strong>on</strong>g> integrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSSservices into <str<strong>on</strong>g>the</str<strong>on</strong>g>ir infrastructures;• To assist both <str<strong>on</strong>g>the</str<strong>on</strong>g> members <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> committee and <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al user community by,inter alia, serving as <str<strong>on</strong>g>the</str<strong>on</strong>g> focal point for <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al exchange <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> relatedto GNSS activities;• To better address future user needs in <str<strong>on</strong>g>the</str<strong>on</strong>g> GNSS development plans and applicati<strong>on</strong>s.546. The internati<strong>on</strong>al committee would have <str<strong>on</strong>g>the</str<strong>on</strong>g> following primary objectives:• To optimise <str<strong>on</strong>g>the</str<strong>on</strong>g> benefits <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS and <str<strong>on</strong>g>the</str<strong>on</strong>g>ir augmentati<strong>on</strong>s through co-operati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> itsmembers in missi<strong>on</strong> planning and in <str<strong>on</strong>g>the</str<strong>on</strong>g> development <str<strong>on</strong>g>of</str<strong>on</strong>g> compatible services, applicati<strong>on</strong>sand policies;• To assist its members and <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al user community by, inter alia, serving as <str<strong>on</strong>g>the</str<strong>on</strong>g>focal point for internati<strong>on</strong>al informati<strong>on</strong> exchange related to GNSS activities;• To exchange policy and technical informati<strong>on</strong> am<strong>on</strong>g current and future operators <str<strong>on</strong>g>of</str<strong>on</strong>g>GNSS and <str<strong>on</strong>g>the</str<strong>on</strong>g>ir augmentati<strong>on</strong>s to encourage complementarity and compatibility <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir<strong>systems</strong>;• To resp<strong>on</strong>d to current and future user needs, particularly in developing countries, and topromote GNSS applicati<strong>on</strong>s;• To identify mechanisms for implementing measures to protect <str<strong>on</strong>g>the</str<strong>on</strong>g> reliability andintegrity <str<strong>on</strong>g>of</str<strong>on</strong>g> signals at <str<strong>on</strong>g>the</str<strong>on</strong>g> nati<strong>on</strong>al, regi<strong>on</strong>al and <strong>global</strong> levels; and• To assist nati<strong>on</strong>al and regi<strong>on</strong>al authorities, particularly in developing countries, with <str<strong>on</strong>g>the</str<strong>on</strong>g>integrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS services into <str<strong>on</strong>g>the</str<strong>on</strong>g>ir civil, commercial, and governmentalinfrastructures, as well as to m<strong>on</strong>itor and protect <str<strong>on</strong>g>the</str<strong>on</strong>g> integrity <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS signals at <str<strong>on</strong>g>the</str<strong>on</strong>g>nati<strong>on</strong>al and regi<strong>on</strong>al levels.547. The membership <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al committee could be composed <str<strong>on</strong>g>of</str<strong>on</strong>g> nati<strong>on</strong>al orinternati<strong>on</strong>al entities resp<strong>on</strong>sible for GNSS and <str<strong>on</strong>g>the</str<strong>on</strong>g>ir implementati<strong>on</strong>s.a) Internati<strong>on</strong>al organizati<strong>on</strong>s and associati<strong>on</strong>s dealing with <strong>global</strong> GNSS service andapplicati<strong>on</strong>s – United Nati<strong>on</strong>s Office for Outer Space Affairs, Internati<strong>on</strong>al GPS Service,ICAO, IMO, IAIN, CGSIC and ITU.• Developing countries may be invited to derive benefits from <str<strong>on</strong>g>the</str<strong>on</strong>g> establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>internati<strong>on</strong>al committee to introduce services relevant to <str<strong>on</strong>g>the</str<strong>on</strong>g>ir needs in a cost-effectivemanner.• There is a need to evolve compatible technical standards and users equipment am<strong>on</strong>gdifferent users <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS worldwide.548. In order to disseminate informati<strong>on</strong> about <str<strong>on</strong>g>the</str<strong>on</strong>g> formati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al committeeand to benefit from this Board, <str<strong>on</strong>g>the</str<strong>on</strong>g>re is a need to organize regi<strong>on</strong>al workshops through <str<strong>on</strong>g>the</str<strong>on</strong>g> Office100
for Outer Space Affairs, development <str<strong>on</strong>g>of</str<strong>on</strong>g> user informati<strong>on</strong> centres and web sites, and to take upprojects such as AFREF, ITRF, EUPOS, SIRGAS and similar projects to achieve such objectives.Members and observers b , c549. Nati<strong>on</strong>al or internati<strong>on</strong>al entities that are resp<strong>on</strong>sible for GNSS and <str<strong>on</strong>g>the</str<strong>on</strong>g>ir augmentati<strong>on</strong>sor are involved in promoting GNSS services and applicati<strong>on</strong>s and that are eligible formembership or observer status in <str<strong>on</strong>g>the</str<strong>on</strong>g> committee are:• GNSS system providers: GPS (United States), GLONASS (Russian Federati<strong>on</strong>) andGALILEO (European Uni<strong>on</strong>);• GNSS augmentati<strong>on</strong> system providers: GAGAN (India), EGNOS (European Uni<strong>on</strong>),WAAS (United States) and MSAS (Japan) and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r compatible <strong>systems</strong>; and• Internati<strong>on</strong>al organizati<strong>on</strong>s and associati<strong>on</strong>s dealing with <strong>global</strong> GNSS service andapplicati<strong>on</strong>s may participate as members or observers. The additi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> members will be with <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sensus <str<strong>on</strong>g>of</str<strong>on</strong>g> current members <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>committee.Development <str<strong>on</strong>g>of</str<strong>on</strong>g> user informati<strong>on</strong> centres and web sites551. Each GNSS and/or regi<strong>on</strong>al augmentati<strong>on</strong> provider should establish user informati<strong>on</strong>centres. The maintenance <str<strong>on</strong>g>of</str<strong>on</strong>g> a web site would be a major task <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>se centres. The UnitedNati<strong>on</strong>s, <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al committee or ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r internati<strong>on</strong>al body should combine all <str<strong>on</strong>g>the</str<strong>on</strong>g> websites into a single site to act as a portal for any user <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS and/or <str<strong>on</strong>g>the</str<strong>on</strong>g>ir augmentati<strong>on</strong>s. While “members” wouldparticipate in <str<strong>on</strong>g>the</str<strong>on</strong>g> decisi<strong>on</strong>-making process <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Committee, “observersmay not participate in <str<strong>on</strong>g>the</str<strong>on</strong>g> decisi<strong>on</strong>-making and would provide advice whenrequested, m<strong>on</strong>itor <str<strong>on</strong>g>the</str<strong>on</strong>g> work <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Committee and <str<strong>on</strong>g>report</str<strong>on</strong>g> back to <str<strong>on</strong>g>the</str<strong>on</strong>g>irlegislative bodies. “Observers” would not be expected to assume <str<strong>on</strong>g>the</str<strong>on</strong>g>secretariat role, host meetings and provide support to a permanentsecretariat that might be established. There should be, however, ameaningful role for “observers”. The definiti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> “members” and“observers” should be fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r examined, taking into account <str<strong>on</strong>g>the</str<strong>on</strong>g> experience<str<strong>on</strong>g>of</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r internati<strong>on</strong>al bodies, such as <str<strong>on</strong>g>the</str<strong>on</strong>g> Committee <strong>on</strong> Earth Observati<strong>on</strong>Satellites.c C<strong>on</strong>siderati<strong>on</strong> could be given to establishing a “Providers’ Board” within<str<strong>on</strong>g>the</str<strong>on</strong>g> Committee, to take decisi<strong>on</strong>s am<strong>on</strong>g system providers.d Regi<strong>on</strong>al co-ordinati<strong>on</strong> bodies, if any, could be included as observers.101
