• To encourage and promote <strong>the</strong> introduction and utilisation <strong>of</strong> satellite navigation services,in particular in developing countries, through assistance with <strong>the</strong> integration <strong>of</strong> GNSSservices into <strong>the</strong>ir infrastructures;• To assist both <strong>the</strong> members <strong>of</strong> <strong>the</strong> committee and <strong>the</strong> international user community by,inter alia, serving as <strong>the</strong> focal point for <strong>the</strong> international exchange <strong>of</strong> information relatedto GNSS activities;• To better address future user needs in <strong>the</strong> GNSS development plans and applications.546. The international committee would have <strong>the</strong> following primary objectives:• To optimise <strong>the</strong> benefits <strong>of</strong> GNSS and <strong>the</strong>ir augmentations through co-operation <strong>of</strong> itsmembers in mission planning and in <strong>the</strong> development <strong>of</strong> compatible services, applicationsand policies;• To assist its members and <strong>the</strong> international user community by, inter alia, serving as <strong>the</strong>focal point for international information exchange related to GNSS activities;• To exchange policy and technical information among current and future operators <strong>of</strong>GNSS and <strong>the</strong>ir augmentations to encourage complementarity and compatibility <strong>of</strong> <strong>the</strong>irsystems;• To respond to current and future user needs, particularly in developing countries, and topromote GNSS applications;• To identify mechanisms for implementing measures to protect <strong>the</strong> reliability andintegrity <strong>of</strong> signals at <strong>the</strong> national, regional and global levels; and• To assist national and regional authorities, particularly in developing countries, with <strong>the</strong>integration <strong>of</strong> GNSS services into <strong>the</strong>ir civil, commercial, and governmentalinfrastructures, as well as to monitor and protect <strong>the</strong> integrity <strong>of</strong> GNSS signals at <strong>the</strong>national and regional levels.547. The membership <strong>of</strong> <strong>the</strong> international committee could be composed <strong>of</strong> national orinternational entities responsible for GNSS and <strong>the</strong>ir implementations.a) International organizations and associations dealing with global GNSS service andapplications – United Nations Office for Outer Space Affairs, International GPS Service,ICAO, IMO, IAIN, CGSIC and ITU.• Developing countries may be invited to derive benefits from <strong>the</strong> establishment <strong>of</strong> <strong>the</strong>international committee to introduce services relevant to <strong>the</strong>ir needs in a cost-effectivemanner.• There is a need to evolve compatible technical standards and users equipment amongdifferent users <strong>of</strong> GNSS worldwide.548. In order to disseminate information about <strong>the</strong> formation <strong>of</strong> <strong>the</strong> international committeeand to benefit from this Board, <strong>the</strong>re is a need to organize regional workshops through <strong>the</strong> Office100
