VIII.RECOMMENDATIONS541. A number <str<strong>on</strong>g>of</str<strong>on</strong>g> sources have provided a series <str<strong>on</strong>g>of</str<strong>on</strong>g> recommendati<strong>on</strong>s for promoting a moreefficient use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> GNSS technology around <str<strong>on</strong>g>the</str<strong>on</strong>g> world. The four regi<strong>on</strong>al workshops held in2001 and 2002, <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al experts meetings <strong>on</strong> GNSS held in late 2002 and 2003, <str<strong>on</strong>g>the</str<strong>on</strong>g>resp<strong>on</strong>ses to <str<strong>on</strong>g>the</str<strong>on</strong>g> questi<strong>on</strong>naires sent to experts, participants and service providers at thosemeetings, as well as inputs from members <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Acti<strong>on</strong> Team <strong>on</strong> GNSS represent just a few <str<strong>on</strong>g>of</str<strong>on</strong>g><str<strong>on</strong>g>the</str<strong>on</strong>g> sources. The recommendati<strong>on</strong>s are summarised below. The following recommendati<strong>on</strong>s aremade for <str<strong>on</strong>g>the</str<strong>on</strong>g> United Nati<strong>on</strong>s Office for Outer Space Affairs to submit to <str<strong>on</strong>g>the</str<strong>on</strong>g> United Nati<strong>on</strong>sGeneral Assembly for c<strong>on</strong>siderati<strong>on</strong>:A. Recommendati<strong>on</strong>s regarding instituti<strong>on</strong>al framework to service providersCreati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> an internati<strong>on</strong>al committee <strong>on</strong> <strong>global</strong> navigati<strong>on</strong> <strong>satellite</strong> <strong>systems</strong>542. Creati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> an internati<strong>on</strong>al committee <strong>on</strong> GNSS would provide a mechanism for coordinati<strong>on</strong>am<strong>on</strong>g service providers to address, am<strong>on</strong>g o<str<strong>on</strong>g>the</str<strong>on</strong>g>r things, co-ordinati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>activities and plans for system modernisati<strong>on</strong> and development:• To encourage compatibility and interoperability in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> signal structure, time andgeodetic reference standards;• To establish standards for service provisi<strong>on</strong> and user equipment;• To reduce <str<strong>on</strong>g>the</str<strong>on</strong>g> complexity and cost <str<strong>on</strong>g>of</str<strong>on</strong>g> user equipment;• To ensure c<strong>on</strong>tinuity <str<strong>on</strong>g>of</str<strong>on</strong>g> existing services to protect <str<strong>on</strong>g>the</str<strong>on</strong>g> investment <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> current userbase;• To maintain <str<strong>on</strong>g>the</str<strong>on</strong>g> use <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>systems</strong> <strong>on</strong> a free and n<strong>on</strong>-discriminatory basis; and• To advocate l<strong>on</strong>g-term protecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> spectrum reserved for GNSS.543. Elaborati<strong>on</strong> and implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> security measures to protect against threats tophysical GNSS infrastructure <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>satellite</strong>s and ground stati<strong>on</strong>s to ensure c<strong>on</strong>tinuity <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSSservices.544. The internati<strong>on</strong>al committee could be established through a multilateral agreement am<strong>on</strong>gproviders <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS and regi<strong>on</strong>al augmentati<strong>on</strong>s <strong>systems</strong>. The internati<strong>on</strong>al committee might bemodelled after <str<strong>on</strong>g>the</str<strong>on</strong>g> Committee <strong>on</strong> Earth Observati<strong>on</strong> Satellites (CEOS 6 ), with secretariatresp<strong>on</strong>sibility rotating am<strong>on</strong>g its members <strong>on</strong> an annual basis. This possibility could be examinedfur<str<strong>on</strong>g>the</str<strong>on</strong>g>r. The Office for Outer Space Affairs and ICAO could be affiliated at some level in order toprovide an exchange <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> <strong>on</strong> user needs and to support <str<strong>on</strong>g>the</str<strong>on</strong>g> broader objective <str<strong>on</strong>g>of</str<strong>on</strong>g>integrating GNSS and its augmentati<strong>on</strong>s into <str<strong>on</strong>g>the</str<strong>on</strong>g> basic infrastructures <str<strong>on</strong>g>of</str<strong>on</strong>g> developing countries.545. It is recommended that <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al committee <strong>on</strong> GNSS be set up with <str<strong>on</strong>g>the</str<strong>on</strong>g> followingobjectives:• To benefit users <str<strong>on</strong>g>of</str<strong>on</strong>g> navigati<strong>on</strong> services through c<strong>on</strong>sultati<strong>on</strong>s am<strong>on</strong>g members <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>committee;• To encourage co-ordinati<strong>on</strong> am<strong>on</strong>g providers <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS core <strong>systems</strong> and augmentati<strong>on</strong>sin order to ensure greater compatibility and interoperability;6 www.ceos.org/pages/overview.html99
