• Facilitati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GPS spectrum band licensing under <str<strong>on</strong>g>the</str<strong>on</strong>g> Radiocommunicati<strong>on</strong>s Act; and• Maintenance <str<strong>on</strong>g>of</str<strong>on</strong>g> links with <str<strong>on</strong>g>the</str<strong>on</strong>g> United States to c<strong>on</strong>tribute to co-operati<strong>on</strong> <strong>on</strong> GPS, andwith <str<strong>on</strong>g>the</str<strong>on</strong>g> European Uni<strong>on</strong> to keep abreast <str<strong>on</strong>g>of</str<strong>on</strong>g> developments with <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed GALILEOsystem.527. The nati<strong>on</strong>al strategic policy <strong>on</strong> <strong>satellite</strong> navigati<strong>on</strong> “Positi<strong>on</strong>ing for <str<strong>on</strong>g>the</str<strong>on</strong>g> Future”, whichwas developed by <str<strong>on</strong>g>the</str<strong>on</strong>g> AGCC, is aimed at obtaining <str<strong>on</strong>g>the</str<strong>on</strong>g> best and most efficient use from GNSStechnology. The policy is based up<strong>on</strong> eight principles:• Nati<strong>on</strong>al coverage;• Safety;• Efficiency, ec<strong>on</strong>omic and social benefits;• Industry development;• Flexibility <str<strong>on</strong>g>of</str<strong>on</strong>g> policy and strategy;• Appropriate standards;• Benefits to <str<strong>on</strong>g>the</str<strong>on</strong>g> envir<strong>on</strong>ment; and• Nati<strong>on</strong>al security.528. The AGCC has recently been reviewed after its first three years <str<strong>on</strong>g>of</str<strong>on</strong>g> operati<strong>on</strong>. TheCommittee will c<strong>on</strong>tinue its work with some minor amendments to its terms <str<strong>on</strong>g>of</str<strong>on</strong>g> reference andmembership (Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Transport and Regi<strong>on</strong>al Services, Canberra, Australia, November2003).B. User support and informati<strong>on</strong> disseminati<strong>on</strong>529. The need for a link between users, equipment manufacturers, service providers and coresystem providers was highlighted in several <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> regi<strong>on</strong>al workshop <str<strong>on</strong>g>report</str<strong>on</strong>g>s and in <str<strong>on</strong>g>the</str<strong>on</strong>g>deliberati<strong>on</strong>s that occurred during <str<strong>on</strong>g>the</str<strong>on</strong>g> internati<strong>on</strong>al expert meetings <strong>on</strong> GNSS held in Vienna in2002 and 2003. The objective is to increase awareness am<strong>on</strong>g users, provide informati<strong>on</strong> that iscritical to users with respect to GNSS service provisi<strong>on</strong>, and to ensure that core system providerstake into account user feedback.530. The type <str<strong>on</strong>g>of</str<strong>on</strong>g> informati<strong>on</strong> that needs to be relayed from service providers to users includes,but is not limited to <str<strong>on</strong>g>the</str<strong>on</strong>g> following:• Disseminati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS system status informati<strong>on</strong> such as <strong>satellite</strong> health and <strong>satellite</strong>maintenance and testing schedules — scheduled and unscheduled <strong>satellite</strong> outages within<str<strong>on</strong>g>the</str<strong>on</strong>g> core GNSS architecture have a direct impact <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> level <str<strong>on</strong>g>of</str<strong>on</strong>g> service that is availablefor a given GNSS applicati<strong>on</strong>. Predictive tools exist in some applicati<strong>on</strong> sectors such asaviati<strong>on</strong> that can allow users to determine when poor service availability is likely and<str<strong>on</strong>g>the</str<strong>on</strong>g>n plan accordingly; and• Provisi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> timely notificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> service denial or degradati<strong>on</strong> through intenti<strong>on</strong>al orunintenti<strong>on</strong>al interference is critical. The dependency <str<strong>on</strong>g>of</str<strong>on</strong>g> users <strong>on</strong> GNSS is comparableto, if not greater than, o<str<strong>on</strong>g>the</str<strong>on</strong>g>r familiar services and utilities such as telecommunicati<strong>on</strong> andelectrical services. The intenti<strong>on</strong>al disrupti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS services could, <str<strong>on</strong>g>the</str<strong>on</strong>g>refore, posegreat risks to users that could lead to life-threatening situati<strong>on</strong>s. Such intenti<strong>on</strong>aldisrupti<strong>on</strong>s could be hostile in nature, or <str<strong>on</strong>g>the</str<strong>on</strong>g>y could be <str<strong>on</strong>g>the</str<strong>on</strong>g> result <str<strong>on</strong>g>of</str<strong>on</strong>g> necessary <str<strong>on</strong>g>acti<strong>on</strong></str<strong>on</strong>g>staken by sovereign nati<strong>on</strong>s whose nati<strong>on</strong>al security may be at risk from <str<strong>on</strong>g>the</str<strong>on</strong>g> potentiallyhostile use <str<strong>on</strong>g>of</str<strong>on</strong>g> GNSS by o<str<strong>on</strong>g>the</str<strong>on</strong>g>r nati<strong>on</strong>s or terrorists. Such denials <str<strong>on</strong>g>of</str<strong>on</strong>g> service, even for96
