II.OVERVIEW OF PLANNED AND EXISTING GNSS AND AUGMENTATIONSA. Existing and planned GNSS1. GPSPresidential decision directive policy goals10. In <strong>the</strong> management and use <strong>of</strong> GPS, <strong>the</strong> United States seeks to support and enhance itseconomic competitiveness and productivity while protecting its national security and foreignpolicy interests. The United States goals are to:• Streng<strong>the</strong>n and maintain United States national security;• Encourage acceptance and integration <strong>of</strong> GPS into peaceful, civil, commercial andscientific applications worldwide;• Encourage private sector investment in and use <strong>of</strong> United States GPS technologies andservices;• Co-operate with o<strong>the</strong>r governments and international organizations to ensure anappropriate balance between <strong>the</strong> requirements <strong>of</strong> international civil, commercial andscientific users and international security interests;• Advocate <strong>the</strong> acceptance <strong>of</strong> GPS and United States Government augmentations asstandards for international use;• Purchase, to <strong>the</strong> fullest and feasible extent, commercially available GPS products andservices that meet United States Government requirements. No activities that preclude ordeter commercial GPS activities, except for national security or public safety reasons,will be conducted; and• A permanent interagency GPS Executive Board, jointly chaired by <strong>the</strong> Departments <strong>of</strong>Defense and Transportation, will manage <strong>the</strong> GPS and United States Governmentaugmentations.11. O<strong>the</strong>r departments and agencies will participate as appropriate. The GPS ExecutiveBoard will consult with United States Government agencies, United States industries and foreigngovernments involved in navigation and positioning system research, development, operation anduse. This policy will be implemented within <strong>the</strong> overall resource and policy guidance provided by<strong>the</strong> President.Agency roles and responsibilities12. The Department <strong>of</strong> Defense will:• Continue to acquire, operate, and maintain <strong>the</strong> basic GPS;• Maintain a Standard Positioning Service (as defined in <strong>the</strong> Federal Radio Navigation Planand <strong>the</strong> GPS Standard Positioning Service Signal Specification) that will be available ona continuous and worldwide basis;• Maintain a Precise Positioning Service for use by <strong>the</strong> United States military and o<strong>the</strong>rauthorised users;• Co-operate with <strong>the</strong> Director <strong>of</strong> Central Intelligence, <strong>the</strong> Department <strong>of</strong> State and o<strong>the</strong>rappropriate departments and agencies to assess <strong>the</strong> national security implications <strong>of</strong> <strong>the</strong>use <strong>of</strong> GPS, its augmentations, and alternative satellite-based positioning and navigationsystems; and5
