12.3.2 Basic Material NeedsThe 2007-08 THMIS collected information on the availability of children’s basic minimummaterial needs. Children are considered to have their basic material needs met if they have a pair ofshoes, two sets of clothes, <strong>and</strong> a blanket. Table 12.4 shows that 17 percent of children age 5-17possess the specified basic needs.
