(3 rd Diocesan Synod of Jaro, art. 157)This endeavor is being made while we continue to study and findways to implement a tithing system in our Archdiocese as decreedin the synod. It is meant to address the need to have u<strong>ni</strong>formarancel rates in the Archdiocese. It is a small step towardsfacilitating renewal in our mi<strong>ni</strong>stry. This “Manual for the Implementationof the New Arancel Rates” is an instrument that shouldhelp facilitate this end.It is important for us and our people to understand and put intopractice the real rationale behind the arancel rates especially onmass stipends. Separated from this original intent, it is easy forus to fall into the trap of associating the sacraments with monetarytransaction and fund raising – a far cry from what sacramentsare supposed to be in our Christian life!For this purpose, I hereby approve for implementation the contentsof this manual. Labay man akon...TheLord’s Baptism____________STEVE C. FERNANDEZ, ReflectionsToday we celebrate the Feast ofthe Baptism of Jesus. As theGospel tell us, Jesus goes to theJordan to be baptized by Hiscousin John. This comes on theheels of His 40-day fasting inthe desert and this event marksthe genesis of our Lord’s publicmi<strong>ni</strong>stry and mission whichaims to bring salvation to thewhole of mankind.Many other people stream towardsthe Jordan to take partin John’s baptism of repentanceor conversion and for theforgiveness of sins. What is indeedsurprising is that ourLord lined up also for this kindof baptism which John carriesout. For at first blush it appearsthat our Lord is also sinfullike the others who are participatingin this kind of baptism.But does He have sins ofHis own? Surely He has committednone.That Jesus is sinless is borne outby a number of His apostles. Inhis second letter to theCorinthians St. Paul says:“Christ was without sin but Godmade Him share our sins so thatin u<strong>ni</strong>on with Him we may sharethe righteousness of God.” St.Peter in his first letter says: “Itwas to this that God called you.For Christ suffered for us left youan example so that you will followHis footsteps. Christ committedno sin and no noe hasheard a lie come out of His lips.”St. John has likewise the samething to say: “All of you knowthat Christ came to take away thesins of the people and Himselfcommitted no sin.Since Christ sinned not, logically itwas unnecessary for Him to be baptized.But despite His life beingspotless and unblemished by sin,Christ still goes to John for baptism.Inspite of John objecting toit, Christ has Himself baptized byhim. All these because Christ wantsto show His humility and obedienceto the Father’s will. He says toJohn: “all it for it is fitting for usto follow the righteousness ofGod.”As St. Paul in his letter to thePhilippians says of him: “ He hasalways the nature of God but outof his free will did not think thatby force He would try to remainequal with God. Instead of this Hetook the nature of a servant. Hebecame like a human being. Hewas humble and walked the pathof obedience all the way to death,His death on the cross.”The baptism of Jesus teaches usthe virtue of humility and obedience.Imagine God kneeling downbefore His creature to be baptizedby him. They say that kneeling isonly done by a lover who is in lovemadly and head over heels withanother.The virtue of humility and obediencepleases God for sure. Owing to his arroganceand pride, the devil rebelledagainst God and as a consequencehe was thrown into hell.The same is true with our first parents.Because of their pride andtowering ambition, they disobeyedGod and it resulted in them beingbooted out of paradise. Indeed Godexalts the humble and bring downthe proud.Moreover, God has decided to comeinto this world in a humble way, beingborn in a stable old and forlornand as a humble and suffering Messiah.All this God has done so thatit is just the humble who can recog<strong>ni</strong>zeHim and He has willed thatit is only the humble will be saved.“Blessed are the humble for theirsis the kingdom of God.” Our Lord’sbaptism shows the true essence ofChristian spirituality. Humiliationfirst and later will come glorification.For after our Lord comes outof the water, heaven opens. So wehave to sacrifice or suffer first forus to have glorification, resurrection,victory and success.He who does not know how to makesacrifices in life or in what he doeswill get nowhere. There is no brightfuture in store for him. Barring untowardturn of events, all our toilsand sweat are going to bear fruit inthe end which may mean our personalsuccess or the peace and prosperityof our family. The same thingis also true in our spiritual life. Ifwe make sacrifices, humbly followingGod’s will, there is something forus to reap in the end.Yes, following His will is the way tofollow Christ. As Christ said, “Ihave come down from heaven notto follow my own will but the will ofthe one who sent me.” “To do thewill of the Father, he also said. Hisobedience to the will of the Fatherbrought Him to His glory. If we followHis way of obedience, we will6 <strong>Enero</strong> <strong>11</strong>- <strong>17</strong>, 2009also be led to the same glorious end.He Himself said that only those whofollow the will of His Father couldender heaven.Moreover, the baptism of Christ remindsus of our won baptism. Thismonumental event in our life i<strong>ni</strong>tiatesor incorporates us into the body ofChrist which is the church. Our baptismis not just an undertaking for aday but a sacrament that we mustlive for the rest of our lives. THE POPE SPEAKSPOPE BENEDICT XVI’SON THE EPIPHANYJesus Came to the WorldWith Great Humility and inSecretDear Brothers and Sisters:Today we celebrate the solem<strong>ni</strong>ty ofthe Epiphany, the "ma<strong>ni</strong>festation" ofthe Lord. The Gospel recounts howJesus came to the world with greathumility and in secret. St. Matthew,nonetheless, refers to the arrival of theMagi, who came from the East, guidedby a star, to render homage to the recentlyborn king of the Jews. Eachtime I listen to this narrative, I amimpressed by the clear contrast betweenthe attitude of the Magi, on onehand, and that of Herod and the Jews.The Gospel says that, upon liste<strong>ni</strong>ngto the worlds of the Magi, "King Herod[...] was greatly troubled, and allJerusalem with him" (Matthwe 2:3).This reaction can be understood invarious ways: Herod became alarmedbecause he saw in the one the Magisearched for a competitor for him andhis sons. The authorities and inhabitantsof Jerusalem, however, seemedasto<strong>ni</strong>shed more than anything else,as if they woke up from a certain lethargyand needed time to think. Isaiah,in reality, had announced: "For a childis born to us, a son is given us; uponhis shoulder domi<strong>ni</strong>on rests. Theyname him Wonder-Counselor, God-Hero, Father-Forever, Prince ofPeace." (Isaiah 9:5).So then, why did Jerusalem becomeworried? It seems that the Evangelistwanted to anticipate the position thatthe high priests and the <strong>San</strong>hedrinwould take, as well as that of thepopulous, with regard to Jesus duringhis public life. Certainly, it highlightsthe fact that knowledge of Scriptureand the messia<strong>ni</strong>c propheciesdon't lead all to open themselves tohim and his word. Christ recalls this,before the passion, when he cries overJerusalem because it had not recog<strong>ni</strong>zedthe time of its visitation (cf.Luke 19:44).He we touch upon one of the crucialpoints of the theology of history: thedrama of the faithful love of God inthe person of Jesus, who "came towhat was his own, but his own peopledid not accept him" (John 1:<strong>11</strong>). Inlight of the entire Bible, this attitudeof hostility, ambiguity or superficialityrepresents that of every man andof the "world" -- in the spiritual sense-- when it closes itself to the mysteryof the true God, who comes to meetus with the disarming meekness oflove. Jesus, the "King of the Jews" (cf.John 18:37), is the God of mercy andfidelity; he wants to reign with in loveand truth, and asks us to convert, toabandon evil works and that we takeup with decision the path of the good."Jerusalem," as such, in this sense, isall of us. May the Virgin Mary, whowelcomed Jesus with faith, help us tonot close our heart to his Gospel of salvation.Let us allow ourselves to beconquered and transformed by him -- the "Emmanuel" (God with us) --to give us peace and love.[After praying the Angelus, the Popesaid:] I direct my heartfelt congratulationto the brothers and sisters of theEastern Churches who follow theJulian calendar and will celebrateChristmas tomorrow. May thememory of the birth of the Saviorspark in your hearts more and morethe joy of being loved by God. Recallingour brothers and sisters in faithtakes me spiritually to the Holy Landand to the Middle East. I am deeplyworried about the violent armed confrontationsthat are taking place onthe Gaza border. While I confirm thathate and the rejection of dialoguedoesn't bring anything but war, Iwould like to encourage the i<strong>ni</strong>tiativesand efforts of those who, loving peace,are trying to help the Israelis and Palesti<strong>ni</strong>ansto sit down at a table andtalk. May God support the commitmentof these builders of peace!In many countries, the feast of theEpiphany is also a celebration of children.I am thinking especially of allchildren, who are the treasure andblessing of the world, and above all ofthose who are de<strong>ni</strong>ed a serene childhood.I wish to call attention, in particular,to the situation of hundreds ofchildren and adolescents who, in thesepast months, which included Christmas,have been kidnapped by armedgangs that have attacked small towns inthe eastern province of the DemocraticRepublic of Congo, which have resultedin numerous victims and wounded.I call out to the authors of these inhumanbrutalities to return these youngpeople to their families and to a futureof security and development,which is their right, together withthese beloved populations. I wish toexpress at the same time my spiritualcloseness to the local Churches, whosemembers and works have been hurt,while I exhort the pastors and faithfulto remain strong and firm in hope.Episodes of violence against children,which unfortunately also occurs inother parts of the world, are even moredeplorable give that in 2009 the 20than<strong>ni</strong>versary of the Convention of theRights of the Child will be celebrated:a commitment that the internationalcommu<strong>ni</strong>ty is called to renew so thatit can defend and promote childhoodthroughout the world.May the Lord help those who workon a daily basis to serve the new generations-- and they are innumerable!-- helping them to be protago<strong>ni</strong>sts ofthe future. Furthermore, the Day ofthe Child Missionary, which is celebratedon the feast of the Epiphany,is an opportune occasion to highlightthat children and adolescents have a<strong>ni</strong>mportant role to play in the diffusionof the Gospel and in the worksof solidarity with those of their sameage who are in need. May the Lordreward them![The Pope then greeted the pilgrims invarious languages. In English, he said:]I greet all the English-speaking visitorswho join us for this Angelusprayer.
