Country Work Planning Guide 658Country Work Planning Guide8.1 Guidelines for Country Team Follow-up Work PlanningKo-Chih Tung, Regional Advisor, <strong>UNESCO</strong> Institute for StatisticsThis General Guidelines have been prepared and endorsed by the RegionalThematic Working Group on EFA in <strong>Bangkok</strong>, Thailand to assist Governments inplanning their own national assessment of Education for All. The proceduresoutlined here may need to be adapted to fit the particular situation of each country.However, Governments are strongly encouraged to set up as soon as possiblea national assessment group with a technical sub-group.The Dakar Framework for Action adopted during the 2000 World Education Forumforesaw the need for regular monitoring and reporting of progress and gaps in theachievement of Education for All as a basis for continuous review of national policy andinternational support towards Education for All.8.2 PurposeThe EFA Mid-Decade Assessment is a major endeavour that aims to enable theparticipating countries (i) to construct a comprehensive picture of their progresstowards their own Education for All goals since 2000, (ii) to identify priorities andpromising strategies for overcoming obstacles and accelerating progress, and(iii) to revise their national plans of action accordingly. The results should be useful forpolicy makers, planners and managers both within and outside government. Theassessment process will also provide an opportunity to refocus attention on the goalsand targets of EFA and reinvigorate efforts to provide lifelong learning opportunities ofgood quality for all.8.3 Scope: What Needs to be Reviewed?Education for All (EFA) refers to the provision of lifelong learning opportunities inthe sense of the “expanded vision” proclaimed in the Dakar Framework for Action.Consequently, the assessment should cover public and private programmes, activitiesand services, both in school and out-of-school that aim to provide for the basicEducation for All: Reaching the Unreached
