60 EFA Mid-Decade Assessment6.8 International PartnershipsJust like in the other EFA goals, participants see international partner agencies playinga crucial role in technical assistance, capacity-building, training, advisory support, andfunding. Specifically, they want international partner agencies to:Recommendations on AssessingProgress in the Gender Goal fromEducation StatisticiansAccording to education statisticians anassessment related to the gender goalshould focus on:● Gender imbalance in the ratio ofmale to female teachers, i.e. morefemale teachers in somecountries and vice versa inothers.● Imbalance of allocation oflearning materials and facilitiesbetween genders.● Use of gender disparity indicatorsat sub-national and local level.● In-depth and further analysis whythere is disparity in order toaddress the issue. Examinereasons for gender disparity.● Access, participation and learningachievement and outcomesbetween genders.● Lack of qualitative data toaddress gender issues at alllevels.● Little use of gender disparityindicators for human resourceallocation, i.e. recruitment anddeployment of teachers.They also suggested the full utilization offindings from existing household surveysand other sample surveys to illustrategender disparities in countries, as well asthe use of various presentation tools toconvey the message to the stakeholders(graphs, maps, short sentences ratherthan just tables).●●●●●●●●●●●●Fund data collection.Extend assistance beyond thetypical EMIS report like in analysisand research.Develop equality indicators andother standard indicators.Provide training on gender issuesand assessment (e.g. through IIEP).Assist in advocacy campaigns.Support media campaigns to raiseawareness regarding gender issues,particularly in remote areas.Spearhead and/or support thecreation of gender networks to raiseawareness among policy-makers.Exert pressure on governments toensure they meet their commitmentsto international agreements andinitiatives e.g. EFA, MDGs, etc.Ensure that capacity-building is anelement of gender projects beingfunded and supported.Conduct independent surveys andstudies.Provide feedback at internationallevel enabling cross-countrycomparison.Develop comprehensive informationmanagement system at differentlevels.Organize regular meetings toexchange and share experiences,best practices and new developmentsrelated to gender issues.Education for All: Reaching the Unreached
