As it turnsout, the coding on that portion of the early ballotswas in the wrong position on the paper, tripping upthe machines.”November2006May 2006ES&SiVotronicMicroVoteInfinityIndianaIndianaAccording to an editorial in the paper, “an officialfrom Omaha-based Election Systems & Software,which provided the counting system, seemed toacknowledge that the company had sent the countyballots that wouldn’t work. But the county shouldtake some blame too <strong>for</strong> not taking the precaution oftesting the new set of ballots when they arrived.” 389Marion County, INAccording to WISH-TV, workers were unable toretrieve votes from the 520 touch-screen machinesused by disabled voters when the polls closed at6:00pm on Election Day. The problem occurredbecause ES&S had programmed the machines <strong>for</strong>Pennsylvania's polling hours, which stayed open until8:00pm. Disabled voters were concerned that theirvotes would not be counted. In fact, when theincident was reported three days after the election,those same votes had not yet been recovered orcounted. 39047 Indiana CountiesThe Star Press reported that ten days be<strong>for</strong>e the 2006primary election, voting system manufacturerMicroVote discovered a defect in the function thatallows voters to cast ballots in “split precincts,” wherevoters in the same precincts choose from differentsets of candidates. 391According to the Indianapolis Star, the manufacturershut down the split precinct function on themachines and worked in secret to develop a softwareupgrade that would restore the function, all withoutnotifying the Indiana Election Commission.
