Message from the ActingSecretaryThe <strong>Honor</strong> <strong>Awards</strong> Ceremony provides a chance for all<strong>of</strong> us at <strong>US</strong>DA to pause for a moment and look bothbackward and forward—to reflect on what we haveaccomplished in the past year and what we hope toachieve in the future. Today, agriculture is at a turningpoint. The markets for our goods are no longer downthe street or across the state; instead, our products areserved on dinner tables around the globe. Biotechnologyis improving the quality, quantity, and nutritional value<strong>of</strong> our crops. And ethanol and biodiesel are transforming rural America intoa source <strong>of</strong> clean and renewable energy. These developments are good forour farm economy; this year we expect record production levels for a variety<strong>of</strong> crops, while crop receipts are expected to top $136 billion and exports areforecast to reach $79 billion.But as with any transition, this growth has its challenges. We must adjust ourpolicies so that American agriculture remains competitive in a new hightech,global environment. Our mission must be to encourage modernizationand transformation and not to hinder growth by forcing new developmentsto conform to an old structure. The policies <strong>of</strong> the past won’t keep Americanagriculture productive in the future.The Farm Bill proposals that we unveiled earlier this year reflect this focus onemerging priorities. Creating those proposals involved tremendous effort fromstaff across <strong>US</strong>DA, and I thank you for your hard work. I continue to believethat our proposals present a very positive vision for the future <strong>of</strong> Americanagriculture and it is because <strong>of</strong> your dedication that this department was ableto condense the thoughts and ideas <strong>of</strong> so many farmers, ranchers and otherstakeholders into a clear vision.Millions <strong>of</strong> Americans have come to depend on the highest quality supportand service from <strong>US</strong>DA, and I appreciate all our employees do to maintainthat standard. Today, we gather to recognize those who have gone above andbeyond the call <strong>of</strong> duty to provide truly exceptional service. Their effortshave produced impressive results that have benefited our department and thepeople we serve. I hope you’ll join me in thanking and congratulating themfor their accomplishments.

William A. Jump Memorial AwardThe William A.
