Apt>ointing Authority" mean:; the State Government;(6) "Appendix" means an Appendix appended to these Rules;(c) "Commissfon" means the Orissa Public Service Commissicn;(d) .'Committee" means the DePartmental Promotion Committee constituted under Rule,7;(e) '.Government"means the Government of Orissa;

The list of officer, prepared by the Committee under rule 10 shall be referred to theCommission for their concurrence alcDg with the following particulars, namely:-(a) Gradation list of officers;(b) Particulars of all officers considered suitable for promotion by the Committee asspecified in Appendix II; .(c) Confidential Character Rolls of all officers considered 6uitable by the C;ommittee;(d) The Particulars of Confid~ntial Character Rolls of such officers of the gradation listwho have not been considered by the Committee; and(e) reasons in writing fQr supersession if any, of any officer.Recommenda- U.
