New shade over Tusmore Park wading poolWith the warmer weather now herechildren have been making asplashunder the <strong>new</strong> shade sail in thewading pool at Tusmore Park.The shade sail, which is sympatheticto the natural environment <strong>of</strong> the area,<strong>of</strong>fers effective and maximum sunprotection to users.Completed in November 2010, the$70,000 sail is part <strong>of</strong> <strong>Council</strong>’s OpenSpace Upgrade Program. Additionalupgrades to the park’s playspace,toilets and creekline have also beenundertaken over the past five years.Tusmore Park is one <strong>of</strong> the <strong>City</strong>’s mostpopular reserves. It features tenniscourts, a playspace, toilets withwheelchair access, a creek, largegreen lawn areas, mature indigenousand exotic trees, and the wading pool.For more information aboutthe shadesail or <strong>Council</strong>’s OpenSpace UpgradeProgram, please call John Draper,Acting Manager, Open Space andRecreation on 8366 4254.Hard waste collectionThe <strong>City</strong> <strong>of</strong> <strong>Burnside</strong> is conducting itsannual collection<strong>of</strong> hard wastefromresidential properties in late January tomid March 2011.All residential properties will receive abrochure in 2011 outlining when wastein your suburb will be collected. Pleaseread the brochure carefully beforeputting out your hard waste to ensure itis acceptable for collection.The total amount <strong>of</strong> waste for eachhousehold cannot exceed two cubicmetres (approximately atrailerload).Most types <strong>of</strong> hard waste will becollected, provided two people can lift it.General building and landscapingwaste and materials (bricks, pavers,concrete, dirt, pallets, and greenwaste), and hazardous wastesuchasliquid wastes (includingpaint)and gasbottles will not be accepted.Acceptable hard waste includesfurniture, small items <strong>of</strong> scrap metaland steel, hot water systems (no tallerthan two metres) and unbroken glass.The South Australian EnvironmentProtection Act 1993 and its <strong>new</strong>Environment Protection (Waste toResources) Policy 2010 bans TVs andcomputer monitors being dumped inlandfill from 1 September 2012.For more information please call<strong>Council</strong> on 8366 4119.Which isthebest binsystem for<strong>Burnside</strong>? Have yoursay!There is increasing pressure from State and Federal <strong>Gov</strong>ernment to divert morehousehold solid waste from landfill. In order to maintain a leading position inenvironmental performance and meet <strong>new</strong> waste diversion targets set by the <strong>SA</strong>Waste Strategy for 2010 - 2015, the <strong>City</strong> <strong>of</strong> <strong>Burnside</strong> must work with its community toreview the current kerbside collection system.<strong>Council</strong> has commenced community consultation on the kerbside waste managementand recycling systems currently used. Abrochurehas been developed to provideinformation on the benefits and challenges <strong>of</strong> two different waste managementsystems, which is available on <strong>Council</strong>’s website.There are four ways residents can provide their feedback to <strong>Council</strong> about thisimportant issue. They are:1. Be a member <strong>of</strong> the Online Community Panel to receive the survey;2. Undertake the survey via a link on <strong>Council</strong>'s website www.burnside.sa.gov.<strong>au</strong>;3. Request a copy to be posted to you (for residents without internet access); and4. Provide written comments via post or email.A statistically valid (randomparticipation) telephone survey, isalsobeing conductedby an external market researcher on behalf <strong>of</strong> <strong>Council</strong>. SUMMER 2010Be bushfire readythis summerBushfire prevention and awareness is a year round responsibilityfor everyone. With the summer season presentit's imperativeto be aware, vigilant and prepared.While the majority <strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Burnside</strong> area has no directbushfire risk, the eastern extremesin the hills face zone areconsidered at risk.Known as the <strong>Burnside</strong> Bushfire Area, the section extendsalong the foothills <strong>of</strong> the southern Mount L<strong>of</strong>ty Ranges, whichinclude the suburbs <strong>of</strong> Skye, Auldana, Mount Osmond andparts <strong>of</strong> Magill and Glen Osmond.The combination <strong>of</strong> the Adelaide climate, extensive naturalreserves and difficult terrain in the hills face areas increasesthe possibility <strong>of</strong> fire in these areas <strong>of</strong> <strong>Burnside</strong>.Every year the Adelaide Hills experience a number <strong>of</strong> summerdays with occasionally strong dry northerly winds and lowhumidity that create conditions for extreme bushfire risk.The <strong>City</strong> <strong>of</strong> <strong>Burnside</strong> is committed toreducingthe risk andimpact <strong>of</strong> bushfires by undertaking a range <strong>of</strong> preventionmeasures such as effective land management and enforcement.In the lead up to the bushfire season, <strong>Council</strong> undertook anumber <strong>of</strong> bushfire prevention strategies such as grass slashingand the removal <strong>of</strong> woody weeds and pest plants on <strong>Council</strong>reserves.<strong>Council</strong> also served approximately 200 notices to slash standinggrass on private allotmentsby15November2010. Ownerswho failed to comply were issued with afineplus the cost <strong>of</strong>slashing the land by <strong>Council</strong> contractors.Knowing your daily fire risk is also important. <strong>Introducing</strong> Mayor David ParkinMayor David Parkintel: 0401 483 481dparkin@burnside.sa.gov.<strong>au</strong>It is with pride that I have become the 24th Mayor <strong>of</strong> the <strong>City</strong> <strong>of</strong><strong>Burnside</strong>. IneverdreamedthatIwouldonedaybeelectedMayor.Itisagreathonour.Iama<strong>Burnside</strong>boy.IearnedmyLeaping-WolfandQueen-Scoutbadgeswith the Kensington Gardens Cubs and Scouts. Iattendedschool in<strong>Burnside</strong>. Over the years I have played football, cricket andtennis for <strong>Burnside</strong> sporting clubs. The schooling <strong>of</strong> each <strong>of</strong> my childrenhas been in <strong>Burnside</strong>. As I have come and gone from Adelaide during mypr<strong>of</strong>essional career Ilivedin Be<strong>au</strong>mont, Linden Park, Toorak Gardens,Magill, Glenunga and now Rose Park. <strong>Burnside</strong> is my home and Iplacehigh value on the comforting ambience it provides.Ihavethree children and five young grandchildren, and Ilivewith mywife and nine year old son William in Rose Park.Ihaveabackgroundin managing and directing large and complexorganisations, and have sat on the board <strong>of</strong> a number <strong>of</strong> publiccompanies and community organisations. On alocallevel, Ihavebeenactively involved on the committees <strong>of</strong> the Kensington Gardens Bowlingand Tennis Club, Pembroke School and the Kensington Leisure Centre.Four months ago, nothing was further from my mind than running forMayor. I then had reason to attend a meeting <strong>of</strong> <strong>Council</strong>. I was concernedby the behaviour and antics that I observed. I believed <strong>Burnside</strong> deservedbetter representation. Iwasaware elections were pending. Over time Iresolved to put up my hand to provide better for <strong>Burnside</strong>.Iwishto pay tribute to my predecessor, WendyGreiner. Herrecord as<strong><strong>Burnside</strong>'s</strong> longest serving Mayor warrants respect and recognition. Shecan look back with satisfaction on her achievements. I thank her on behalf<strong>of</strong> the <strong>Burnside</strong> community. I sympathised with her as I observed her efforts to cope with the disrespect shown in the chamber forthis <strong>Council</strong> and its processes.Ihavemet several members <strong>of</strong> the previous <strong>Council</strong>. Iunderstandthe problems they faced in continuing to represent theircommunity in adeterioratingrepresentational environment. From personal experience Iknowthat <strong>of</strong>ten your best achievementsand your hardest work goes unrecognised bec<strong>au</strong>se they are masked by circumstances beyond your control. The <strong>Council</strong> Chamberearlier this year was not a pleasant environment. I thank former <strong>Council</strong>lors for soldiering on under these circumstances. The recentelection is judgement <strong>of</strong> the former <strong>Council</strong> as a whole, but not judgement <strong>of</strong> several hardworking and conscientious people within it.In both the Mayoral vote and the Ward vote, the judgement is conclusive; unambiguous. The <strong>Burnside</strong> community has rejected a<strong>Council</strong> forum riven by factions and undermined by tactics. The community wants a<strong>Council</strong><strong>of</strong> thirteen independent peopleprepared to undertake the affairs <strong>of</strong> <strong>Council</strong> in adignifiedand respectful manner. Itwantsa<strong>Council</strong>in which the community hasconfidence and can take pride.Ifeltforthestaff<strong>of</strong>the<strong>City</strong><strong>of</strong><strong>Burnside</strong>.Itwouldhavebeendifficulttoworkproductivelywithinthepinchers<strong>of</strong>opposingfactions.It is difficult to maintain morale and pride when the institution for which you work is held in low esteem. Ilookforward to workingwith staff, while recognising the importance <strong>of</strong> maintaining the distinction between staff and Elected Members. It is a distinction withwhich I am familiar from both sides in the corporate world. Together, this <strong>Council</strong> will restore their pride in their workplace.Local <strong>Gov</strong>ernment is the primary interface between the citizen and government. We have been elected to sit in judgement onthe tensions that exist between development and conservation; between private rights and public rights; between growth andvalued familiarity. Ideologyand inflexibility will be aliabilityin assessing theissues we will be asked to address. Decisions wemake will inevitably disappoint one interest group and placate another.Ipledgeto preside over this forum with dignity and good humour. Intheearly days, l<strong>au</strong>gh with me when Imakeerrors <strong>of</strong>protocol. Iwillbe aquicklearner. I will not make errors <strong>of</strong> partiality orprinciple.Ilookforward to working with the Elected Members over the next four years. Let our over-riding mission be to treat each otherand this institution with respect. Our mission will have been achieved when are told by those who judge us that dignity and pridein the <strong>City</strong> <strong>of</strong> <strong>Burnside</strong> has been restored, both as a<strong>Council</strong>and as aworkplace.5

I drew upon mypr<strong>of</strong>essional training quiteextensively during myprevious term on <strong>Council</strong>.Ibelievethatmyqualificationsand pr<strong>of</strong>essional training andexperience will add a usefuldimension to the deliberationsand decisions <strong>of</strong> <strong>Council</strong>.As a local resident I havelived my life in Rose Park.Iwasschooledatthelocalprimary, then Pulteney, Uni<strong>SA</strong>(or back then <strong>SA</strong>CAE) andthen UNSW for my post-grad.IhavelivedinRoseParkforthe past 40 years within itstimeless heritage be<strong>au</strong>ty.Ihaveseentheareachangefrom a suburb regarded astoo close to the <strong>City</strong> into onethat is as desired as any.For some years now I havenoted that the very heritageelements that make oursuburb great have beenslated to be redeveloped.However, theseirreplaceableheritage assetsneed tobe pr<strong>of</strong>essionally andmeticulously maintained andIamhereto see that thishappens now without anyfurther delays.Residents choose the areabec<strong>au</strong>se <strong>of</strong> its establishedold world values, heritageassets and quiet retiringlifestyles and have nowdemanded that it be protectedfrom redevelopment.Iamhumbledyet excitedto be elected, and thankeveryone for voting in the<strong>Council</strong> elections.Iamcurrentlyemployed inthe Sport and Recreationindustry, and have been avolunteer as part <strong>of</strong> the<strong>Council</strong>’s Youth AdvisoryCommittee since 2001.In 2008 Iwasawarded the<strong>Burnside</strong> Citizen <strong>of</strong> the Yearfor my commitment to thecommunity through myvarious volunteering roles.My election campaignwas‘Bring <strong>Burnside</strong> Back toBasics; Roads, Rates,Rubbish and Recreation’.Iamunderno illusion that asElected <strong>Council</strong>lors, we haveatoughand possibly longroad ahead, <strong>of</strong> not onlyrepairing the image <strong>of</strong> ourgreat <strong>City</strong>, butimproving ourcommunity infrastructure andensuring we do sothoughtfully and responsibly.Ilookforward to working witheach <strong>of</strong> them and you inrealising this goal.8

Watching ourwaste and water usageEver wondered what happens to yourrubbish, recycling and green wasteonce the truck picks it up, or what’sunique about Adelaide's water issues?<strong>Burnside</strong> residents explored theseissues and had their questionsanswered in tours conducted by<strong>Council</strong> in October and November aspart <strong>of</strong> <strong>Council</strong>’s CommunityEnvironment Awareness Program.The free tours, ‘Beyond theKerbside’and ‘Water Management’, werecoordinated and funded through the<strong>City</strong> <strong>of</strong> <strong><strong>Burnside</strong>'s</strong> CommunityEnvironment Awareness Program andlead by volunteer guides and experts.The rubbish tour, conducted duringNational Recycling Week, providedresidents with a first hand, behindthe scenes experience on wastemanagement. It explored theprocessing <strong>of</strong> rubbish, recyclables andgreen waste as well as electronic andbuilding waste, with visits to VISYRecycling, Integrated Waste Services,Resource Co, Jeffries, E-CycleRecovery and CRT Recycling.The water management tour, conductedduring National Water Week, includedfinding out about what makesAdelaide's watershed unique, meeting scientists, understanding the social and economic influences that have shaped ourenvironment, and seeing sustainability in action. Four different tours were held and included stops to Mount L<strong>of</strong>ty Summit, CoxCreek, Summertown, Clayton, Glenside, Lockleys, Gillman, Linden Park, and Lochiel Park.The fun and interactive tours provided the community with the opportunity to learn about local environmental issues and find outabout how they can help make apositivedifferenceto our environment. <strong>Council</strong> will conduct morecommunity tours in 2011.Helping design safer communitiesThe <strong>City</strong> <strong>of</strong> <strong>Burnside</strong> is generally asafearea with alowlevel <strong>of</strong> crime, however <strong>Council</strong> acknowledges the need forresidents, workers and visitors <strong>of</strong> the <strong>City</strong> to continue to feel safe and secure. To achieve this <strong>Council</strong> collaborates with anumber <strong>of</strong> local networks and <strong>Council</strong>s, and participates in programs which aim to enhance community safety,reducecrime, and deter criminal activity.Akeyfocus <strong>of</strong> the program is Crime Prevention Through Environmental Design (CPTED), which recognises the need tostrategically design and manage public and private space in ways that discourage criminal activity and increase communitysafety. Several fact sheets which outline some <strong>of</strong> the key CPTED principles and strategies have been created. Included in thefact sheets are environmental design information on fencing, private dwellings, business and retail premises, vehicle security,and on-street parking.
