September 9, 1999RE:CHANGE 1 TO CARIBBEAN REGIONAL RESPONSE TEAM POLICYFOR <strong>USE</strong> <strong>OF</strong> <strong>DISPERSANTS</strong> IN OCEAN AND COASTAL WATERSPURPOSE: This notice provides changes to the Caribbean Regional <strong>Response</strong> <strong>Team</strong> (CRRT)Policy for Use of Dispersants in Ocean and Coastal Waters concerning the sections of thepolicy addressing the intended monitoring program for dispersant operations.SUMMARY <strong>OF</strong> CHANGES: This change incorporates a general description of the intendedmonitoring program for dispersant operations. The policy sections that allude to the “Special<strong>Response</strong> Operations Monitoring Program”, or SROMP, are deleted since this monitoringprotocol has since been replaced by the “Special Monitoring of Advanced <strong>Response</strong>Technologies”, or SMART. Due to the anticipated frequent changes in the evolving monitoringprotocols, this policy will only refer to the monitoring procedures currently accepted by theCaribbean RRT.
