PART WELSH REGISTER.In addition to the general regulations the following regulations also apply for the entry of animals inthe Part-Welsh Register of the Stud Book:A. A Part Welsh pony, horse or cob, either male or female will be accepted for entry into the PartWelsh register provided that the breeding of the animal shows 12.5% Welsh blood registered witha recognised Welsh Stud Book calculated from either sire or dam, or cumulative from both.Approved Societies are the Welsh Pony & Cob Society of Australia, Welsh Pony & Cob SocietyUK, Welsh Pony & Cob Society NZ, approved overseas Welsh Societies and the Welsh Section ofthe Australian Pony Stud Book.B. Entries will be accepted for ponies, horses or cobs of any age.C. Entries will be accepted without inspection, subject to the condition that the Committee ofManagement can require inspection should it be considered necessary or desirable.D. Application forms for the entry of Part Welsh into the Register will only be accepted from FullFinancial Members.E. A Part Welsh animal must have an AWSB registered Prefix and Brand when registered by theBreeder. Refer Regulation 7.F. A Part Welsh animal being registered by a person other than the Breeder, when the Prefix isnot recorded with the AWSB but is recorded with a recognized Stud Book Society, that Society’sinitials will appear after the animal’s name (ie: RPSB, APSB, etc). A copy of the animal’sRegistration Certificate with the relevant recognized Stud Book Society is required for proof ofregistration and ownership.G. Applications for stallion registration must be accompanied by a Veterinary Certificate ofSoundness for Breeding. Refer Regulation 9.H. In the case of a colt, whose birth has been notified as provided in the preceding clause,application for stallion registration must be made before such a colt attains the age of four years,and not before two years of age.I. Where the Welsh blood is calculated from the sire, he must be stallion registered for progeny tobe eligible for entry into the Part Welsh Register.J. Where a sire and/or dam is not registered with the AWSB, proof of ownership and breeding isrequired via copy of Certificate of Registration with another Society, to be submitted with the PartWelsh application.K. If a sire and/or dam is unregistered, the sire and/or dam owner must sign the ServiceCertificate and sire and/or dam will be recorded as unregistered (UR) with the AWSB.L. A Certificate of Service must accompany each application as per Regulation 11, except wherea Registration Certificate of the animal being registered is provided from an approved Society.M. Mares entered in the Part-Welsh Register will not be accepted to produce Foundation Stock(FS) in Sections A B or C but may be accepted to produce Foundation Stock in Section D providedthey exceed 13.2hh until closure of FS Section D on 1/8/2001.N. Identification will be by the initials PW - M/S/G/C (i.e.: Mare, Stallion, Gelding or Colt) and theregistration number.O. Ponies, horses and cobs entered in the Part Welsh Register of the Welsh Pony & Cob Societyof Australia Inc. are NOT eligible to compete for Welsh Championships or Supreme Welsh Exhibitawards. They are only eligible to compete in the Part Welsh section which is provided for them atshows conducted by or on behalf of the Welsh Pony & Cob Society of Australia Inc. unless it isspecifically stated that they are eligible for a particular class or award.27. ARTIFICIAL INSEMINATION.Definitionsi AI: means Artificial Insemination which is the artificial introduction of semen into the genitaltract of the female as compared with natural insemination in which semen is introduced into thefemale genital tract by the male at the time of copulation.ii AI Permit: means a Permit issued by the Society to a Stallion for life permitting semen to becollected and used for the insemination of a Mare.iii AI Technician: means a person who has satisfied the Society either by examination,recommendation, reputation or otherwise that he/she/they possess such skills as will permithim/her/them to carry out the procedures necessary to comply with the provisions of these rules inrelation to the collecting of semen and preservation of same, and the artificial inseminating ofmares with semen whether such semen be frozen, chilled or fresh and to whom the Society hasgranted a Permit in identification under these rules on such terms and conditions as theSociety thinks fit.iv DNA Profiling: means Veterinary sampling of hair follicles/blood semen accompanyingdescription of identification so as to establish a horse’s particular DNA for the purpose of parent orprogeny verification.v Owner: means the owner of any stallion or mare used hereunder, or the lessee of such or theduly appointed agent of such owner or lessee.8
vi Breeding Season: means a period of 12 months commencing on the 1st day of August in eachyear.vii Ultrasound: means the use of high frequency sound to image internal structures for pregnancydiagnosis.A. The Society shall not be obliged to register any foal born by Artificial Insemination or other thanby means of natural service unless the registration or recording of the birth of such foal by theSociety is sought in accordance with the provisions of these rules. The Society may limit thenumber of foals registered by AI stallions in one breeding season.B. The owner of any stallion (“the stallion”) used in accordance with the provisions of these rules,shall be current Financial Members of the Society at the time of issue of the Permit, and at the timeof collection of semen.C. Subject to Regulation Q and R hereof:i All stallions and all mares to be used in conjunction with these Rules must be duly registered inaccordance with the rules of the Society from time to time and must be DNA Profiled according tothe requirements of the rules of the Society.ii Stallions and mares to be used for AI must be DNA Profiled, however, where semen is takenfrom the stallion and directly inseminated into the mare, having been at all times in the possessionof the Veterinarian and/or AI Technician, that mare is not required to be DNA Profiled. ADeclaration to be signed by Veterinarian or AI Technician to this effect.D. No stallion shall be used (collected) by any person under the provisions of these rules unlessan AI Permit in the form prescribed is first obtained and the appropriate fee is paid in respect ofsuch Permit by a person who is referred to in Regulation 27B hereto. No person, who is not anowner as defined in these Rules shall be entitled to nor shall apply to the Society for an AI Permitfrom the Society. If leased, written confirmation signed by the lessor is required to be forwarded tothe office prior to the issue of a Permit. Any Permit issued by the Society shall be issued for lifeand the permit must be transferred for a Transfer fee (payable by the transferee) when the Stallionis sold. Any semen held at the time of transfer remains the property of the owner at the time ofcollection.E. A separate Permit shall be required for each stallion intended to be used under these rules andmust be applied for before semen is collected and before any mare is inseminated with semenfrom such stallion.F. Before commencing to use a Mare in any one breeding season for AI, the registered ownermust notify in writing the office of the Welsh Pony & Cob Society of Australia Inc., the Mare’s nameand registration number, and intention to use the Mare for AI. Application is to be made for a DNAKit with appropriate fees, or proof that the Mare has been DNA profiled. If the Mare is leased,written confirmation signed by the lessor is required to be forwarded to the office before the DNAKit will be forwarded and before any insemination takes place.G. The collection of semen from any stallion to which these rules apply must be made under thedirect personal supervision of a duly registered and practising Veterinarian or personally by an AITechnician whose qualifications for such collections are accepted by the Society. The Society mayaccept or reject the qualification of any AI Technician in its absolute discretion without beingrequired to give reasons in respect thereof.H. The processing and storage of semen must be carried out by a Veterinarian or a qualified AITechnician according to good clinical practice for the collection and storage of semen and only inaccordance with Rules (if any) made from time to time in respect thereof by the Society. Semen tobe preserved, must be transferred to a sterile container which container shall be sealed, identifiedand signed by both the owner and his/her/their appointed agent and the Veterinarian or such AITechnician who has collected such semen and shall be signed in the presence of each other at theone time.I. All persons registered as owners of a recorded AI Stallion must:i Lodge a report of semen collected for AI with the Society within 30 days of Collection.ii Prepare and maintain an annual report of any semen held/used/disposed of in accordance withthe form prescribed by the Society from time to time. It must be specified whether such servicewas by means of fresh, chilled or frozen semen. The report must also specify any semen held ordisposed of, the name of the storage centre and be signed by the recorded owner or his agent (A.I.storage centre).iii Such forms, duly completed in accordance with these Rules must be returned to the Society by31st July each year and unless the Society has received such a form in which the details of suchsemen held/used/disposed of have been recorded in accordance with these rules, no foal that isborn and subsequently sought to be registered by such service shall be registered by the Society.iv Registered owners of AI recorded Stallions that have been sold must notify the office at thetime of transfer, details of any semen which has been retained by them, and comply withregulations (ii) and (iii) above.J. Semen may only continue to be used after the death or gelding of a stallion provided that suchsemen has been collected and stored in accordance with the requirements of the Society current atthe time of collection of such semen.9
