K. AI service certification in respect of which a service has been provided under these Rules shallbe signed by the owner to whom such certificates have been issued in respect of any progenysought to be registered under these rules. The owner of the stallion from which such semen hasbeen collected shall notify the Society in writing of the particulars of any agent authorised to sign AIService Certificates on such owner’s behalf. No certificate shall be signed by any person on behalfof the owner until the particulars of such person have been registered with the Society inaccordance with the requirements of the Society from time to time.L. Any insemination of any mares under the provision of these rules shall be carried out under thedirect personal supervision of a duly licensed and practising Veterinarian or personally by an AITechnician who is acceptable to the Society under these rules and such Veterinarian or AITechnician shall countersign the AI Service Certificate at the time and place of such service.M. If a mare is served by both AI and natural service methods within 42 days of each such serviceany foal born will be considered progeny to which these rules apply unless proof of age of foetus bya Veterinarian by ultrasound is provided to the Society.N. Any foal born as a result of insemination under these rules must be DNA Profiled at the cost ofthe owner of such foal according to the requirements of the Society from time to time and shall beidentified by a Veterinarian on the Society’s AI Application for Registration form which form must belodged with the Society by the 31st July in the foaling year. The registration of the foal will only beaccepted by the Society if no DNA Profiling exclusion occursO. Subject to these Rules all progeny born from AI service where such progeny is accepted underthese Rules will be recorded as progeny born by such service in the AWSB subject to the paymentof the fees payable in respect of such registration.P. The Society may from time to time delegate to its Secretary or other employee the power toissue Permits under these rules and the power to receive Certificates and other documentshereunder.Q. Nothing in these Rules shall affect the registration of progeny produced by naturalinsemination.R. The owner of a stallion to whom these Rules apply and the semen of which stallion is intendedto be exported from Australia shall at least one month prior to its export notify the Society on theprescribed form of the intention of such owner to export such semen and such owner shall provideto the Society such information as it requires from time to time in respect of such stallion and suchsemen including the method of collection and storage of such semen and shall pay to the Societythe fee prescribed from time to time by the Society in respect of filing with the Society of suchforms. Upon completion of required documentation an AI Export Certificate will be issued.S. Use of Imported Semeni The stallion must be registered in the appropriate Section of a Welsh Stud Book recognised bythe Welsh Pony & Cob Society of Australia. The Stallion must in addition be or have been licensedand DNA Profiled in accordance with the rules of the appropriate Stud Book in that country.ii The semen from the stallion must be collected and stored in strict compliance with theregulations covering the export of equine semen from the country in which the stallion is resident.iii Copies of the stallions registration papers, licence, DNA Profiling report and extended pedigreemust be lodged with the secretary of the Welsh Pony & Cob Society of Australia with theApplication for registration of progeny.iv Imported semen must at all times meet the requirements of the Australian Quarantine andInspection Service (AQIS) in addition to the conditions laid down by the Welsh Pony & Cob Societyof Australia.v The regulations governing the storage and use of imported semen once it arrives in Australiaare as laid down by the Welsh Pony & Cob Society of Australia for the storage and use of semencollected in Australia.T. Any person seeking to register Part Welsh Progeny born under the provisions of these rulesshall:i Comply with these Rules as if the progeny sought to be registered by the stallion and from themare to which these Rules apply and must comply with requirements of these Rules and theregulations for recording animals in the Part Welsh Register.ii Where a registered stallion or mare is used in an AI program to produce Part Welsh progeny,the regulations governing the use of AI in pure bred stock must be complied with.iii In the case of the use of a stallion not eligible for registration with the Society, and intended tobe used under these Rules to produce Part Welsh progeny, such stallion must be currently adultregistered with a body approved of by the Society and documentary evidence of its identity andevidence of compliance with such body’s AI rules (if any) must be supplied to the Society with theapplication to register the progeny. Should the body with which the stallion is registered have norules as to the use of AI or where in the opinion of the Society, such rules are not of a standard thatwill ensure that any progeny to be registered will be sufficiently identified as having been born bysuch procedure, then the Society shall not be required to register such progeny.iv In the case of a mare not eligible for registration with the Society and intended to be usedunder these Rules to produce Part Welsh progeny, such mare must be currently adult registeredwith a body approved of by the Society and documentary evidence of its identity and evidence of10
compliance with such body’s AI rules (if any) must be supplied to the Society with the application toregister the progeny. The insemination of such mare shall be in accordance with the rules of suchbody or where such body has no rules as to the insemination of such mare or where, in the opinionof the Society, such rules are not of a standard that will ensure that any progeny to be registeredwill be sufficiently identified as having been born by such service, the Society shall not be requiredto register such birth.v Part Welsh progeny which are produced by AI methods in accordance with these rules andsubject to the rules governing entry into the Part Welsh Register (Reg 26) will be recorded as suchin the Register.28. EMBRYO TRANSFER.Definitionsi ET: means Embryo Transfer which is the flushing of embryo/s from a donor mare and theintroduction of the flushed embryo/s to recipient mare/s.ii ET Permit: means a Permit issued by the Society for any breeding year commencing on the1st day of August permitting the use of a mare as a donor from which embryos are collected.iii ET Technician: means a person who has satisfied the Society either by examination,recommendation, reputation or otherwise that he/she/they possesses such skills as will permithim/her/them to carry out the procedures necessary to comply with the provisions of these Rules inrelation to the flushing of mares and the freezing and storage of embryos and the implantation ofsuch embryos in a recipient mare.iv DNA Profiling: means Veterinary sampling of hair follicles/blood/semen accompanyingdescription of identification so as to establish a horse’s particular DNA for the purpose of parent orprogeny verification.v Breeding year: means a period of 12 months commencing on the 1st day of August in eachyear.vi AI: means Artificial Insemination which is the artificial introduction of semen into the genitaltract of the female, as compared with natural insemination in which semen is introduced into thefemale genital tract by the male at the time of copulation.Vii Owner: means the owner of any stallion or mare used hereunder, or the lessee of such or theduly appointed agent of such owner or lessee.viii The Society: means the Welsh Pony and Cob Society of Australia Incorporated.ix Ultrasound: means the use of high frequency sound to image internal structures for pregnancydiagnosis.A. The owners of any stallion (“the stallion”) or mare (“the mare”) used in accordance with theprovision of these Rules shall be current Financial Members of the Welsh Pony & Cob Society ofAustralia Inc. (“the Society”) at the time of issue of the permit.B. Donor mares from which embryos are collected for use under these rules must be registeredwith the Society, DNA Profiled according to Society requirements and be issued with the Society’sET permit prior to embryos being collected. If leased, written confirmation signed by the lessor isrequired to be forwarded to the office prior to the issue of Permit.C. An ET Permit is issued only for one breeding year and cannot be extended or transferred andis not valid for any subsequent breeding year. No person shall apply to the Society for more thanone ET Permit in respect of any one mare in any one breeding season.D. Stallions used in an ET program must be registered with the Society and be DNA Profiledaccording to Society requirements. If the donor mare is to be served by any method other than bynatural service, the Rules appropriate to such forms of service must be complied with in addition tothe provisions of these Rules. If AI is to be used, the owner must first comply with the Society’s AIrequirements.E. A permit to use ET will be issued by the Society upon the owner of a registered donor marelodging with the Society a duly executed and completed ET Permit Application in the formprescribed by the Society, accompanied by the fee decided by the Society from time to time.F. No more than two foals born under these Rules from any one donor mare in any one breedingseason may be registered with the Society.G. No foal that is born after embryo transfer shall be registered with the Society unless anapplication has been lodged before 31st July in the foaling year.H. No donor mare shall be aged less than 36 calendar months from its actual date of birth at thetime of collection of embryos to be used under these Rules and no ET Certificate shall be issued inrespect of any such mare until the mare is aged in excess of two years of age from its actual dateof birth as at the 1st August one year preceding the breeding season for which an ET Certificate isapplied for.I. The documentation of service preceding Embryo Transfer shall be dealt with in accordancewith the procedures prescribed by the Society as for when natural service occurs, and both thestallion and mare are in the one ownership.J. All stages of the Embryo Transfer including, but without limiting the foregoing, the flushing fromthe donor mare, the introduction of the flushed embryo to the recipient mare and/or the freezingand storage of embryos, must be carried out by a duly registered and practising Veterinarian or byan ET Technician whose qualifications for such collection are accepted by the Society.
