NEWS ARTICLE15 COMPANIESINTERESTED INCONSTRUCTIONOF WIND POWERPLANTS INMONTENEGRO80Author: : Dragan Obradović, BelgradeSource: Energetika.NET, Regional Energy News, www.energetika.net/seeFOCUS ON ENERGYMinistry of Economy of Montenegrohas recently invited theinterested investors to submittheir bids for construction ofwind power plants and for thelease of the state-owned land inthe area of Mozura and Krnovo.A wind power plant with the potential installed powerof 46 MW is to be built at the location of Mozura (Municipalityof Ulcinj), while the wind power that is to beconstructed at the location of Krnovo (Municipality ofNiksic) will have the installed power of up to 50 MW.The land will be leased for the period of 20 years.Domestic and foreign companies, as well as the consortiawith experience in construction and operationof wind power plants, the average gross annual incomeof which exceeded 100 million euros in the period ofthe last three years, have the right to participate in thispublic tender. Tender documentation for individual locationscan be purchased for 3000 Euros.The invitation indicates that the bidder has to present abank guarantee in the amount of 100,000 euros or a proofof payment in order to prove that this amount has beentransferred to the bank account of the Ministry. The bidderwho will not receive the status of the first-ranked bidderis to be given back the bank guarantee money no laterthan 30 days from the day when the bid was opened.The deadline for submitting the bids is 24 February2010 by noon. Opening of the bids will take place on thesame day, two hours after the deadline for submissionexpires, in the premises of the Ministry of Economy.15 companies have expressed interest in constructionof wind power plants at the locations of Mozuraand Krnovo: Suzlon Wind Energy and Balkan. RenewableEnergy Development from Denmark; ABN WindEnergy, Lugano, Wpd Think Energy Gmbh&Co andAGSM from Italy; Koncar – Obnovljivi izvori from Croatia;NTE Energy Development from Norway; Eduinterfrom Spain; Energopromimport from Russia; OstwindGroup from Germany; Holrom Renewable Energy fromRomania; Terna Energy SA from Greece; Wind PowerCompany from Serbia; and EPS from the USA.The proof of interest has to contain information on financialand operational resources and a list and summary ofthe important projects and experiences in this particularfield. According to the Ministry of Economy, the submissionof the proofs of interest shall not limit the right ofthe other interested parties to participate in the tenderingprocess for construction of the wind power plants.
