Hinkley Point C - Facilities ManagementOpportunities for <strong>Somerset</strong> Businesses<strong>Somerset</strong> <strong>Chamber</strong> has beenworking closely with EDF Energy toassist local supply chain engagementas it develops its plans to invest in amulti-billion pound new nuclearpower station at Hinkley Point overthe next decade.One <strong>of</strong> the significant work packagesbeing prepared will provide facilities managementservices. In order to support the Hinkley Point CConstruction Project, a number <strong>of</strong> associateddevelopment facilities are proposed to provideconstruction worker accommodation, amenities, park &ride, freight management, postal/courier consolidationand workforce induction. These associateddevelopments, along with several temporary andpermanent buildings on the main construction site, willrequire a considerable facilities management effort.Examples <strong>of</strong> areas where local suppliers could helpwould be; Hotel management services (supply <strong>of</strong> staff, supply<strong>of</strong> linen, bedding, laundry services, barmanagement), Catering food supply chain (farmers local produce,chilled and ambient warehousing <strong>of</strong> food products,processing, delivery to kitchens, supply <strong>of</strong> cateringstaff, vending) Cleaning (supply <strong>of</strong> staff, supply chain to delivercleaning products) Hard FM Services (supply <strong>of</strong> specialist technicalmaintenance staff, supply <strong>of</strong> maintenance sparesand consumables such as lighting, filters,lubricants, etc) Landscaping (Supply <strong>of</strong> staff skilled in generallandscaping and sports ground maintenance, supply<strong>of</strong> gardening tools and equipment, servicing <strong>of</strong>equipment such as lawnmowers) Other areas (Supply <strong>of</strong> work and safety wear, supplyand servicing <strong>of</strong> leisure equipment)As part <strong>of</strong> the work to engage with the local supplychain, the <strong>Chamber</strong> and EDF Energy are organising aconference for local companies to find out more aboutthe Facilities Management work packages – whichrequire a range <strong>of</strong> capabilities that potentially could besupplied by <strong>Somerset</strong> businesses. This event will takeplace on Wednesday 20th February, to be held at West<strong>Somerset</strong> Community College in Minehead. Over80 business people from across the county attended alaunch event to see the marketing material and hearthe plans, which were based largely on an outdoorcampaign and themed posters. We can report that<strong>Somerset</strong>’s key messages have been seen at majorroad and rail destinations around London and theSouth, with plans for promotions for furtherdestinations in 2013. The themed campaign designsallowed us to adapt key messages to important sectorsand to take advantage <strong>of</strong> late space discounts.Over 70 weeks worth <strong>of</strong> exposure has been achievedthrough the campaign this year at the followinglocations: Fleet Services M3, Gordano Services M5,Thames Valley Trains, Cartgate Services A303 andTaunton Railway Station, some supported withinformation stands. Into <strong>Somerset</strong> ‘s attendance at theBritish Start Up Show/Great British Business Show,has put <strong>Somerset</strong> in front <strong>of</strong> an audience <strong>of</strong> c 50,000,in addition to over a dozen other sector and industryconferences that have been attended by the team.Advertising has been placed in sector and tradejournals supported by some excellent sector and casestudy PR.The results? Financial MattersReal Time Information(RTI) – what it will meanto your businessThe introduction <strong>of</strong> RTI is setto fundamentally change theway in which payrollinformation is reported byemployers to HM Revenue &Customs (HMRC). Allemployers will join theprogramme between April2013 and October 2013 at adate specified by HMRC.Widely promoted by HMRC ascreating efficiencies foremployers as well as a bettersystem for employees, thereare procedural requirementsintroduced as part <strong>of</strong> RTI which will add to thecompliance burden for businesses.What is RTI and why is it being introduced?RTI is a compulsory programme designed to give HMRCinformation ‘in real time’ about the earnings <strong>of</strong>individual employees. This will support the introduction<strong>of</strong> Universal Credits from October 2013 onwards.There are no changes to the calculation <strong>of</strong> tax andNational Insurance (NI) – it is a change in the methodand frequency <strong>of</strong> reporting pay and deductions toHMRC.What will RTI mean for employers?April and October 2013. It is not possible to join beforethe ‘on-boarding’ date (unless taking part in the pilot).The first return will require year to date informationfrom 6 April 2013 and therefore every employer willneed to be ready from 6 April 2013.What actions are required to be ready forRTI?RTI compliant s<strong>of</strong>tware or a payroll service will beessential. If a business has nine or fewer employee,the free HMRC s<strong>of</strong>tware can be used. If there are tenor more employees, the employer will need alternativeRTI compliant s<strong>of</strong>tware or a payroll service.At the ‘on-board’ date, each employer will align datawith HMRC and having complete and accurate data inpayroll records is important for this process. As well asconfirming existing payroll data – such as full names,dates <strong>of</strong> birth, NI numbers, gender and addresses –normal working hours will also need to be included. Allemployees who are 16 or over now need to be includedon the payroll irrespective <strong>of</strong> their level <strong>of</strong> earnings orfrequency <strong>of</strong> work.How can Albert Goodman help?Albert Goodman is taking part in the current HMRCpilot. Energy Industry UpdateWith so much written and said in the last 3months about the UK energy industry theBritish <strong>Chamber</strong>s <strong>of</strong> <strong>Commerce</strong> and the<strong>Somerset</strong> <strong>Chamber</strong> has been working hardto keep abreast <strong>of</strong> the numerous areas <strong>of</strong>interest in the energy sector, and how itmight affect <strong>Chamber</strong> membersGovernment publishes Energy BillThe government has published the long-awaited EnergyBill. The Bill aims to make low carbon forms <strong>of</strong> energy -such as nuclear and renewables - more attractive toinvestors. The main measure in the Bill is theintroduction <strong>of</strong> feed-in tariffs for large-scale low carbonprojects. A new government owned company will act asa single counterparty for the feed-in tariff with eligiblegenerators. Some energy intensive industries will beexempted from the additional charges required toupgrade the UK energy infrastructure. Alongside the Billthe government has published a consultation on energyefficiency.Green Bank opens for businessBusiness Secretary Vince Cable has declared the UKGreen Investment Bank plc <strong>of</strong>ficially open for businessand announced two new investments, an energy fromwaste project in the North East and a retr<strong>of</strong>it<strong>of</strong> Kingspan’s UK facilities.
