Medicare prescription drug coverage became available in 2006 to everyone with Medicare. All Medicare drug plans provide <strong>at</strong> least a standard level of coverageset by Medicare. Some plans may also offer more coverage for a higher monthly premium.2. E.E. Newcomer has determined th<strong>at</strong> the prescription drug coverage offered by the E.E. Newcomer Health CarePlan is, on average for all plan participants, expected to pay out as much as standard Medicare prescriptiondrug coverage pays and is considered “creditable” prescription drug coverage. This is important for the reasonsdescribed below.Because your existing coverage is, on average, <strong>at</strong> leastas good as standard Medicare prescription drug coverage,you can keep this coverage and not pay a higherpremium (a penalty) if you l<strong>at</strong>er decide to enroll in aMedicare drug plan, as long as you l<strong>at</strong>er enroll withinspecific time periods.Enrolling in Medicare • General RulesAs some background, you can join a Medicare drug plan whenyou first become eligible for Medicare. If you qualify forMedicare due to age, you may enroll in a Medicare drug planduring a seven-month initial enrollment period. Th<strong>at</strong> period beginsthree months prior to your 65 th birthday, includes themonth you turn 65, and continues for the ensuing three months.If you qualify for Medicare due to disability or end-stage renaldisease, your initial Medicare Part D enrollment period dependson the d<strong>at</strong>e your disability or tre<strong>at</strong>ment began.For more inform<strong>at</strong>ion you should contact Medicare <strong>at</strong> the telephonenumber or web address listed <strong>at</strong> the end of this article.L<strong>at</strong>e Enrollment andL<strong>at</strong>e Enrollment PenaltyIf you decide to wait to enroll in a Medicare drug plan, youmay enroll l<strong>at</strong>er during Medicare Part D’s annual enrollmentperiod, which runs each year from November 15 - December31. But as a general rule, if you delay your enrollment inMedicare Part D, after first becoming eligible to enroll, you mayhave to pay a higher premium (a penalty).If after your initial Medicare Part D enrollment period you go63 continuous days longer without “creditable” prescriptiondrug coverage (th<strong>at</strong> is, prescription drug coverageth<strong>at</strong>’s <strong>at</strong> least as good as Medicare’s prescription drug coverage),your monthly Part D premium may go up by <strong>at</strong> least 1%of the premium you would have paid had you enrolled timely,for every month th<strong>at</strong> you did not have creditable coverage.For example, if after your Medicare Part D initial enrollmentperiod you go 19 months without coverage, your premium maybe <strong>at</strong> least 19% higher than the premium you otherwise wouldhave paid. You may have to pay this higher premium for as longas you have Medicare prescription drug coverage. However,there are some important exceptions to the l<strong>at</strong>e enrollmentpenalty.Special Enrollment Period Exceptionsto the L<strong>at</strong>e Enrollment PenaltyThere are “special enrollment periods” th<strong>at</strong> allow you to addMedicare Part D coverage months or even years after you firstbecame eligible to do so, without a penalty.For example, if after your Medicare Part D initial enrollmentperiod, you lose or decide to leave employer-sponsored orunion-sponsored health coverage th<strong>at</strong> includes “creditable”prescription drug coverage, you will be eligible to join aMedicare drug plan <strong>at</strong> th<strong>at</strong> time.In addition, if you otherwise lose other creditable prescriptiondrug coverage (such as under an individual policy) throughno fault of your own, you will be able to join a Medicare drugplan, again without penalty. These special enrollment periods endtwo months after the month in which your other coverage ends.Compare CoverageYou should compare your current coverage, including whichdrugs are covered <strong>at</strong> wh<strong>at</strong> cost, with the coverage and costs ofthe plans offering Medicare prescription drug coverage in yourarea. See the Plan’s summary plan description for a summary ofthe Plan’s prescription drug coverage. The Many Flavors ofProcess ImprovementThe longer I am involved with the Process ImprovementDepartment (i.e. Lean Six Sigma),the more I realize it is NOT just about large,formal, by committee Lean (more speed) SixSigma (less errors) events. Process improvementprojects come in many shapes, sizes, flavors,or wh<strong>at</strong>ever name you want to call them.Presently some projects the Team is workingon:PFG • They do an amazing job cultiv<strong>at</strong>ingrel<strong>at</strong>ionships, but need help driving profits tothe bottom line through increased efficiencyand speeding up processes.PDS • Increase our customer service level;improve employee efficiency and moral by implementingnew software.PDS and BIM • Welcome to the new ageof designing and constructing buildingsthrough 3D modeling. Yes, it will also speedup processes and help elimin<strong>at</strong>e redundantentry of certain inform<strong>at</strong>ion.COMPANY • Building new and improvedsurveys th<strong>at</strong> will produce usable reports enablingus to make better decisions.OHD • Improve service program reportswith graphs/charts th<strong>at</strong> will help highlightwhere we are doing well and where we needto focus.OHD-ATLANTA • Using a “rugged notebook”computer to do FireCheck® inspectionsfor large end-users and compile (and share)th<strong>at</strong> summary inform<strong>at</strong>ion electronically.Wow! The next stepswill include testing by a select team of PDSemployees th<strong>at</strong> will work through eachprocess of the business to ensure we haveeverything captured th<strong>at</strong> will allow us to providegre<strong>at</strong> customer service to our customers -no “boinks”, please!
