I soldRecreational Vehicle parts and accessoriesWhat drew you to law enforcement? I’ve always wanted to bein law enforcement. Detentions seemed to be a logical step topatrol, but I enjoyed detentions enough to stay in the jails.What was your first day on the job like? My first day on the job was a little scary. I hadno idea what to expect, but my first phase T.O. at VDF quickly acclimated me to how a jailoperates.What is one thing you think the DSA should focus on in the upcoming year? I think theDSA should focus on training for its members. Training for things like parenting skills,financial security, how to maintain a healthy lifestyles, etc. These training sessions wouldimprove the members overall wellbeing.If you could switch places with anyone for one day, who would it be? It would have tobe someone like Bill Gates. I would like to experience the feeling <strong>of</strong> being able purchaseanything I want and not be concerned with the cost.What is your dream vacation? I just took it last year. I took my family to Israel tovisit family members we have never met. Photocourtesy <strong>of</strong> sheriff’sdepartment.SAR Academy QualificationUndersheriff Jim Cooke and his wife paid a visit to the Search andRescue Academy overnight final exercise on Sunday, May 15, <strong>2011</strong>.They made the academy students a ham to share at their breakfastafter two longs days <strong>of</strong> events, which included an actual search inJulian for a 63-year-old woman who went missing on Friday and wasfound on Saturday around 3 p.m. After the breakfast, the academyheaded out on a 8-mile qualification hike with a minimum <strong>of</strong> 20pounds in their pack, minus water. Each student had to completeit in less than 3.5 hours. It was a very long weekend. The two dayexercise requires all the skills the student had learned over the past4.5 months (225 hours) while attending the academy. He is now in Tajikistan working as a civilian contractor withthe Department <strong>of</strong> State under the International Narcotics LiaisonOffice. (Tajikistan shares the northern border with Afghanistan.)He is an advisor to the state police (Ministry <strong>of</strong> Internal Affairs) onimplementing community policing and training in building formalpartnerships with communities in the rural areas where there is ahistory <strong>of</strong> conflicts and extremism. In October, they plan to expand theprogram to border villages where there are long-standing border issuesand conflict. Stabilization, terrorist movements, and drug and humantrafficking are a big part <strong>of</strong> the U.S. interest in the area. They dispo'd it "Settledby Separation" with the male half-relocated toanother crash pad.The female RP called back and the story changedto a felony DV situation. I know it's hard tobelieve. The good deputies headed back to 10-16 the male half and the fight was on. Now Iwasn't there, so I can't tell you for sure how theguy’s head got stuck in the drywall, but it did.Billy handled the transport to jail. The 10-16 wasbadmouthing that “mean deputy,” referring toAlvin. The problem was, he was so drunk thathe kept referring to him as Medina. No onecorrected him, <strong>of</strong> course. So now Carlos Medinahas an enemy he doesn't even deserve, and thatain’t right. Oscar Escobedo did the same thingto me years ago. I know, we look a lot alike.new construction project, probably in a foreignland.Moving down toward Pine Valley, the guys areworking a burglary series up on Mount Laguna.I tell you this now, so I can brag about theirheroics next month when they catch the badpeople. I got a funny feeling...training in actionLast month, I told you about a large scale TableTop Exercise to evaluate our wild fire responseskills. Deputies David Perrapatoand Gary Williams quickly developed somesolid witness info and knew exactly who theywere looking for and where to find the twomisguided youngsters—both only 14. Skillfulinterviewing broke through the wall <strong>of</strong> lies.Cal Fire worked very closely with our heroes,and this will be an interesting case to watch asit works it's way through the system.Sniffed OutDep. Darren Perata and his faithful dogTugg work Operation Stonegarden out hereon a regular basis. Tugg made yet anotheroutstanding pinch on a young lad from Imperial<strong>County</strong> transporting 66.75 pounds <strong>of</strong> cocaineinto our county. These dope dogs are putting amajor hurt on the narco trade. Their handlersalso deserve honorable mention. Darrenhandled the paper and did the transport. Tuggis still leaming how to type.Dep. Eli Curran got one <strong>of</strong> those O'Dark ThirtyDV call-outs. The DV aspect waspretty solid, so Mr. Brandysnifter got handcuffed. Too bad for him, he's also an excon/290kind <strong>of</strong> guy with a shotgun and some live roundsin the room where he was so drunk he couldn'teven pick himself up <strong>of</strong>f the floor. How do thesepeople ever post bail?That's all the news that's fit to print this month.As ever, we're Rural Enforcement, "fightin' crimeelsewhere!"What's Mine is Mine. What's Yoursis Negotiable.Ever had one <strong>of</strong> those capers where one guyperceives that the other guy owes him somemoney and goes about collecting the debt in hisown special way? In this case, also from BorregoSprings, our subject perceived that he was owed$3,500 for his labor. The boss saw things a littledifferent.Mr. Suspect decided to have the boss's RoadGrader, valued at $16,300, towed to a scrap yardin the next county and sold for its scrap value.After setting his plan in motion, he receivedpayment <strong>of</strong> about $2,750. It's all pretty fuzzymath. Oh yes, and he also had to produce valididentification and even had his picture takenwhile standing next to the road grader beforereceiving payment.Dep. Carlos Medina worked the case with somepretty tenacious old fashioned police work. Hepersonally checked all the scrap yards in theregion, even beyond our county lines. It didn'ttake long to hit the jackpot. During the suspectinterview, our guy still denied any involvementuntil Carlos showed him the picture—youknow, the one <strong>of</strong> him standing next to the RoadGrader.Unfortunately, the Road Grader has alreadybeen transformed into raw materials for someSilver Star <strong>July</strong> <strong>2011</strong> 27

As Oprah once put it, “It’sonly when you made the process your goal thatthe big dream can follow.”I had the opportunity to participate in “walking”at Grossmont Community College this year. Atfirst, I thought it would be just plain silly for me(shall we say “someone so close to retirement”)to get dressed up in a cap, gown, and tassel withso many young people with a simple associatesdegree after @&*$% years. I have no regrets. Itwas so exhilarating to be among all those peoplewho were excited about life.Guess what, I was not the only “Nana” thereeither. Everyone had a different story as to howthey got to that day and where they would begoing tomorrow, but they were all excited to bethere. I would encourage any <strong>of</strong> you with thoseloose, “just sitting there” credits to ponder thethought <strong>of</strong> putting them to work for you in theform <strong>of</strong> a degree.Speaking <strong>of</strong> using your mind, we work (well)with a 120-day rehire that does that a lot. Matter<strong>of</strong> fact, it was because <strong>of</strong> him that we had somelegitimate brain teasers during morning line upsto get our circulation pumping for the day. It isamazing how much information one person canknow—a little bit about everything. Does thatmake sense? I know you are wondering who Iam talking about. We’ve had several deputieswho have fit that description. Many <strong>of</strong> youhave been supervised by him and lived to tellabout it. He is a member <strong>of</strong> the holding tankcrew; whether it be GF or 2M. He is a memberthat does not hesitate to contribute as <strong>of</strong>ten aspossible.One <strong>of</strong> his recent “contributions” was toenlighten the team about the animal known asthe honey badger. Manytales have been told around the camp fires aboutevents that have included the badge numbered295. Many have listened in awe <strong>of</strong> the power <strong>of</strong>the badge numbered 295. As a true testament<strong>of</strong> how much this deputy means to the team,they dubbed the new chow cart “Nosal 295.” Itis impossible to think <strong>of</strong> anyone who could evercome close to follow in your footsteps.As far as footsteps go, we have only had onepersonnel exchange. Sgt. Dave Ross departedfor Imperial Beach and Sgt. James Blantoncame into the CSB in the field services division.Cpl. Robert Germain will have him up to snuffwith our civil service procedures in no time. Bythe way, we want to wish Brett Germain buenasuerte as he begins the path towards the BorderPatrol.I have not had the opportunity to includetriumphs <strong>of</strong> athletic ability in awhile. I’mabout to break that with news from one <strong>of</strong> ourpast own. Judge Charles Ervin competed inswimming as a retired deputy sheriff in the<strong>2011</strong> Police and Fire Games. He came back totown with the following awards: bronze – 100free, silver – 50 free, gold – 100 back (includinga new meet record), silver – 50 back, silver – 50fly, and a gold for his half-mile long distanceswim. That’s quite a record. Congratulations!I personally know what it feels like to have abunch <strong>of</strong> those ribbons around my neck, butthat was a loooooooooong time ago. Isn’t thatright Tommy Smith?I’m sure you are acquainted with the greatAbbott and Costello skit “Who’s on first.” Well,I’ll tell you. It’s Sgt. Sergeant McCracken says the newbuilding is on track and should be started in thenear future. Water and narcotics certificationswere completed and all teams passed with noproblems. <strong>Deputy</strong> Chapman and Rex completedtheir training and are back in <strong>San</strong> Marcos.<strong>Deputy</strong> Serrato and numerous other deputiesfrom the <strong>San</strong>tee station went to the LawEnforcement Memorial in Washington, D.C.My friend Dep. Ken Collier was remembered forhis sacrifice and his teammates and co-workerswere there to honor him. God Bless Ken.While there, <strong>Deputy</strong> Serrato visited the K9Memorial. Sgt. Dan Settle and his partner Urkappear on the memorial. Urk was killed whileon patrol in Vista on Jan. 13, 2003. Rest in PeaceUrk.Some <strong>of</strong> you probably saw a photograph <strong>of</strong><strong>Deputy</strong> Serrato and K9 Hugo during trainingat the county pumps in <strong>San</strong>tee. Rod Cruz fromthe East Mesa Detention Facility. <strong>Deputy</strong> Cruzis currently dealing with some serious medicalproblems. He is undergoing treatment, butkeeping his spirits up, during this trying time.Rod, know that you and your family are in ourthoughts and prayers.<strong>Deputy</strong> Duey and <strong>Deputy</strong> Vail recentlyrepresented the K9 Unit in the Tough Mudder<strong>Deputy</strong> Duey andVail at the ToughMudder run.in Snow Valley. The run was 10miles and consisted <strong>of</strong> mud,water, and other obstacles.They both finished the run andhelped the Wounded WarriorProject raise funds for ourcountry’s disabled veterans.Great job guys and an awesomeway to represent the unit!Seems the north county teamshad some good calls so let's getto it.North <strong>County</strong>In Ramona, a detectivewho located a stolen vehiclerequested patrol units. Theywatched the vehicle, waitingfor the driver to return. Whenthe driver returned, deputiesattempted to contact him. He was able to fleethe area in the car and a short pursuit began.The driver lost control, hit a fence, and ran fromthe vehicle. Ramona deputies set up a perimeterwhile <strong>Deputy</strong> Guthrie and his partner Barrymade their way to the scene. They tracked thesuspect, eventually losing the trail, but duringthe follow up investigation, they gatheredinformation identifying the suspect, who wasrecently placed on probation for armed robbery.Deputies headed to a known address for thesuspect and attempted contact. One <strong>of</strong> theperimeter deputies saw the suspect runningand notified <strong>Deputy</strong> Guthrie. He and Barryresponded and gave K9 announcements. Whiletracking, they eventually went into a drainageculvert area. Barry showed extreme interest inthe dense brush. The suspect was arrested and treated formultiple injuries to his arm. Great job guys!In Valley Center, <strong>Deputy</strong> Cruz and his partnerShark responded to a PC 245 call involving amale, a female, and a one liter bottle <strong>of</strong> Vodka.Prior to arrival, the suspect had left the area onfoot and was hiding in a brushy area. While theprimary deputies were investigating, the suspectreturned. When ordered to stop, he refused andran back into the brush.<strong>Deputy</strong> Cruz arrived and gave K9announcements. Shark was giving the trackingcommand and into the brush they went. Theytracked for about 200 yards when the suspectsaw Shark approaching and immediately gaveWhile at the National Law En<strong>of</strong>cement Memorial, <strong>Deputy</strong> Serratovisiting the k9 memorial. Dep. Dan Settle and Urk are memorializedon the wall.up. Maybe the guy heard <strong>Deputy</strong> Cruz callingShark's name and wondered, "Their usingSharks now!" Great job and apprehension by<strong>Deputy</strong> Cruz and Shark; sorry, just had to sayhis name again.On May 21, Oceanside PD requested sheriff'sK9s to assist with a murder investigation.<strong>Deputy</strong> Wisniewski, <strong>Deputy</strong> Arend, and <strong>Deputy</strong>Burke all responded with their partners. Usingthe shell casings as a starting point, <strong>Deputy</strong>Arend and Ado began tracking. They trackedfor about three blocks before ending in the back<strong>of</strong> a residence. <strong>Deputy</strong> Burke and Simba used thesame starting point and also ended up in thesame backyard. Further investigation revealedthe resident had seen three males runningthrough their backyard earlier. Oceanside PDwere grateful for our assistance and is handlingthe investigation. Great work guys.Canine Tip <strong>of</strong> the MonthNarcotic sniffs and article searches are requestedon a regular basis. I want to remind everyone <strong>of</strong>a couple <strong>of</strong> important details. When requestingthese types <strong>of</strong> assistance, please try to stay <strong>of</strong>out <strong>of</strong> the area if it is possible and safe to do so.Allow the K9 to perform his job with as littledistraction as possible. Wait for the handlerto complete an area and tell you where the K9alerted before you go in and conduct a "handson" search. If the area is large, like a houseor field, the handler will check the area inquadrants and advise you where to search beforemoving on.Well, that's it for this month. Just the name makes me think aboutslot machines and black jack tables and a pokerroom. Did you know crooks go there too? I’mnot kidding. Just read on and you’ll see whatI’m talking about.Det. Tom Smith got a call from Dep. MikeLozano about a BOL Detective Smith had putout regarding a possible truck with a campershell seen in several local areas where othervehicles were getting burglarized. Apparently,our burglar guy went to Barona in order tocontinue his cheating ways and got caught byBarona security as he was trying to break intoa car in the parking lot. <strong>Deputy</strong> Lozano got thecall to go handle the incident and recognized thevehicle as the one from Detective Smith’s BOL.That’s great, right? Well, it gets better.As it goes, SDPD was making this into apublicized case, as more than 30 vehicles hadbeen broken into at the <strong>San</strong> <strong>Diego</strong> Zoo parkinglot. The suspect is also responsible for stealinga purse out <strong>of</strong> a vehicle at the Lakeside Rodeogrounds. When Detective Smith arrived atBarona and reviewed the video, three otheremployees approached him and stated it wasthe same suspect who had broken into their carsearlier in the week.Detective Smith recovered a van and a carload <strong>of</strong> stolen property (eight suitcases, golfclubs, and purses). While being interviewed,the suspect said he had been doing bad forover seven months and Barona was his favoritespot. He also did bad in <strong>San</strong> <strong>Diego</strong> and LasVegas. Detectives recovered some <strong>of</strong> the stolenproperty from the Las Vegas thefts. Did I forgetto mention our guy had a felony dope warrant?Yeah, go figure.While being questioned, the suspect confessedto everything and shared where his partnerwas staying. Personally though, if I was gettinggrilled by Detective Smith, I’d probably tellhim everything I knew too. Like the time I putmy brother’s head in the toilet bowl, flushed it,and told him he was hearing the sounds <strong>of</strong> theocean. Come on now! We were both little, and itwas kinda funny. But I digress. Detective Smithfound the house and SDPD waited it out to catchthe partner in crime.This is great work by <strong>Deputy</strong> Lozano whorecalled information from the BOL and shared itquickly so the suspect could be apprehended. Healso interviewed and interrogated the suspectwhich provided further information to solve andclose out several cases. The end <strong>of</strong> briefcases, carriedby deputies as a means <strong>of</strong> holding carbon paper,white out, blank 11-53s, face sheets, ruler, andplenty <strong>of</strong> pencils. The end <strong>of</strong> bloodied knucklesfrom working the clam shell. The end <strong>of</strong> stiflinghot summers and frightfully cold winters. Theend. We will never carry ten Folger Adam keyson our key rings again.When I talk to people who have been on thedepartment long enough to have worked atthe “new” <strong>San</strong> <strong>Diego</strong> Central Jail (SDCJ) andthe old Central Detention Facility (CDF) Ihear stories <strong>of</strong> the lack <strong>of</strong> cameras, rats racingthrough the heater system on the catwalk, themany malfunctioning hand cranked windows,and the suffocating stench from the strip room.An aroma so strong and putrid it penetratedthe floor and walls, and could be inhaled in thebriefing room, 100 feet away. Those fortunateenough to have experienced what it was like towork in a “real jail” would then end up sayingsomething like, “God how I miss workingthere!”Can you picture a time when we were allmore than just co-workers; when we were allfamily? No separation between pr<strong>of</strong>essional(left) Tough Mudder climb. (right) Team Psych Unit at the Tough Mudder race.and sworn staff. No separation between L.E.and Corrections. That’s what it was like towork at the old CDF. And while there was onlyone radio per floor, usually reserved for thetraining <strong>of</strong>ficers, CDF deputies seemed to beable to communicate a lot better than we donow. The lack <strong>of</strong> Twitter and text messagingmade it necessary for them to actually talk toone another—face to face—imagine that.In a desperate land, where the children wereall insane, there was comfort in spendinghalf <strong>of</strong> your shift working the gate (Intake),then switching to work a housing floor so youcould finish your Detox or Use <strong>of</strong> Force paper.And you always knew you were liked by yoursupervisor when that paper was corrected inpencil instead <strong>of</strong> red ink. There was comfort inweekly basketball games, hosted by CorrectionalCounselor Ricardo Marentez. CounselorMarentez would routinely invite an entire team<strong>of</strong> deputies (approximately 20 deputies in all) tocome out to play basketball at his son’s schoolgym. I hear those games were the best!There was danger in the fish tank, where it wascommon to find loaded guns, knives, bottles <strong>of</strong>booze, or a six-pack even. There was risk anduncertainty working the ro<strong>of</strong>/recreation yardposition where one deputy was locked in with30 inmates and only one camera to serve as yourpartner. But when asked what was the scariestplace to be at the old CDF, Sergeant Martineztells me it was the inmate property room, whereinmate property was placed in brown paper bagsand stacked ceiling high in no apparent order,stinking to high heaven.Sergeant Martinez (currently assigned atEMDF) was part <strong>of</strong> the SDCJ transition team.He helped write the first set <strong>of</strong> post orders andfacility green sheets for the new jail. He was alsoresponsible for punching the first hole throughthe old trustee station, making way for thesecond floor court bridge—the only connectionleft between old and new.Bull strong, horse high, and hog tight doesn’tjust describe the exterior <strong>of</strong> our current facility.It also describes the will, determination, andstamina <strong>of</strong> the people I currently have thepleasure <strong>of</strong> working with. And just like at theold CDF, we are working towards being morelike a family.From the desk <strong>of</strong>Corporal Kocur and <strong>Deputy</strong> CeaNine deputies awoke before dawn. They puttheir running shoes on. They faced a diverse set<strong>of</strong> challenges and they walked on down the hall.Event day! The sun was shining bright in a clearblue sky, and the mountains <strong>of</strong> Snow Valleyloomed in the distance, as did the 24 treacherousobstacles which were to be negotiated over tenmiles. Team “Psych Unit” toed the starting line.We raised our right hand to recite the ToughMudder pledge, and then our five hour ordealwas underway! Taking an ice plunge in one <strong>of</strong>the first obstacles, we were quickly remindedwe were partaking in the toughest event onthe planet! station reportsThe team ended up battered, bruised, burnt,bloody, and electrocuted, but we completedevery obstacle and finished just as we started—together!Before I get started, I have to thank SergeantsAndrejewski, Ortiz, and Martinez and DeputiesMembrere and Delcarmen for taking me back intime, since I didn’t have the privilege <strong>of</strong> actuallyworking at the old CDF.Finally, I have to thank our captain andadmin staff. Sometimes as deputies we feel thecommand staff doesn’t really care about thingsthat only affect us deputies. A couple <strong>of</strong> monthsago, we were restricted in the use <strong>of</strong> the judge’sparking lot, the only secure, free parking indowntown. Everyone knows parking at SDCJis a pain. We were not happy about beingrestricted in the use <strong>of</strong> the one parking comfort.Captain Pena approved the installation <strong>of</strong> a cardreader for the judge’s lot so that we could haveour evening access back. In this time <strong>of</strong> budgetcrisis and restricted spending, the installation<strong>of</strong> a card reader was unexpected, but greatlyappreciated. Thank you Captain Pena!Now meet <strong>Deputy</strong> Snyder. Some <strong>of</strong> you mighthave heard <strong>of</strong> a little race we do here every Junecalled the <strong>San</strong> <strong>Diego</strong> Rock ‘N’ Roll Marathon.Not only did our very own <strong>Deputy</strong> Snydercompete in this event, but he qualified for theBoston Marathon. (Just an FYI, you have to besuper fast to be able to qualify for the BostonMarathon.) But what makes <strong>Deputy</strong> Snydersuper fantastic is the fact that while he couldhave been on his way home to have lunch asI was barely crossing the 13 mile marker, hestayed on the course and cheered me on as Iapproached the 23 mile marker, approximatelytwo hours later.Lance Armstrong: yeah, we got one <strong>of</strong> those.<strong>Deputy</strong> Gregory was just selected to become amember <strong>of</strong> the <strong>2011</strong> Team Aquaphor SponsoredAthlete Team. The team is comprised <strong>of</strong> 200 topagegroup athletes who primarily compete inthe sports <strong>of</strong> triathlon and running. <strong>Deputy</strong>Gregory was selected for this honor based onhis dedication and passion for his sport, andit’s a pretty huge accomplishment for him. Heparticipated in the <strong>San</strong> <strong>Diego</strong> Half Marathon ashis first Team Aquaphor event (he would havedone the full, but he had only two months totrain). He’ll also be participating in the IronHorse Classic in Durango Colorado, a cyclingrace where he’ll be facing a 10,000 foot climbat elevations <strong>of</strong> 6500 to 11000 feet! You’re morethan welcome to join us to cheer him on whenhe competes locally in the Tri-Rock TriathlonSeries this September.Hopefully the strength and courage <strong>of</strong> ourTough Mudders <strong>Deputy</strong> Snyder and <strong>Deputy</strong>Just one <strong>of</strong> the challenges during the Tough MudderGregory—folks who never seem to lose focusand continue to persevere even in the mostextreme circumstances—will radiate throughthe concrete walls <strong>of</strong> our jail and inspireeveryone in our department to achieve glory. You are never too old, too short, to<strong>of</strong>at, too whatever, to strive for greatness in thethings that you do. Whether it’s running a fullmarathon, a 5K, or simply being the best parentor friend that you can possibly be.Sergeant Walzer and I invite everyone toparticipate in the Las Vegas Rock ‘n’ Roll HalfMarathon with us; we already have a few takersfrom Las Colinas! The event takes place the firstweek in December (Teams 3 and 4 weekend<strong>of</strong>f). We’re doing this one for fun, a nice wayto end out the year. The event is a little pricey(they are closing down the entire strip), butit’s also a night time race, so there’s no worriesabout overheating or electrocution. Both have a bit <strong>of</strong> a drive all theway over to our corner, especially Dave, butwe’re happy to have them.I also need to welcome two deputies to ourstation. The picture gives youan idea what the inside <strong>of</strong> the garage looked like.Steven Sepulveda has either honed his dirt bagdetection skills or he’s getting very lucky lately.A little while back, Steven stopped a car for theusual chickenfeed violation (either no licenseplate lights or no front plate). Those PCs aremoney, and in this case it was a lot <strong>of</strong> money.Steven found a mere $38,000 <strong>of</strong> cash in thecar. The dummy behind the wheel claimed hedidn’t know the money was even there, let alonewhom it belonged to. Thank you dummy, thatstatement just made Steven $38,000 richer. No,Steven didn’t get to keep the money. But thereshould be a 10 percent finder’s fee, don’t youagree?
