The objectives are to: (1) translate research into practice by providing technical assistance to users of the<br />

AHRQ Quality Indicators (QIs), so that QI tools are available and accessible to a broad range of users; (2)<br />

annually update, refine, and develop additional literature-based QI products based on administrative data<br />

and other information that can be readily linked to administrative data; (3) evaluate the suitability of the<br />

QIs for public comparative quality reporting; and (4) provide administrative and management support to<br />

AHRQ in disseminating information, in conducting workshops, and in demonstrating and improving the<br />

QIs as indicators of quality of VA care; 4) to determine rates of the QIs across VA facilities and Veterans<br />

Integrated Service Networks (VISNs); and 5) to develop a national quality report and accompanying<br />

informational guide that facilities can use to interpret and better understand their QI rates.<br />

Impact of Resident Work Hour Rules on Errors and Quality<br />

The major goals of this project were to compare changes in the rates of mortality and failure-to-rescue<br />

(death after complications) in teaching hospitals and non-teaching hospitals before and after<br />

implementation of the ACGME work hour rules. The secondary goals were to examine differences in<br />

AHRQ Patient Safety Indicators (PSIs) before and after the rule change and to study how length of stay<br />

(LOS), the probability of a prolonged length of stay, and conditional length of stay (LOS once a stay is<br />

prolonged) changed in teaching vs. non-teaching hospitals.<br />

information about health plan and medical group performance; 2) determine whether and<br />

how consumers use such information during open enrollment; 3) use qualitative methods to explore why<br />

consumers consistently request quality information, but then fail to use it; and why they claim to value<br />

quality, but then base their decisions largely on price; 4) design and implement an intensive program for<br />

disseminating quality information to receptive or "vulnerable" subpopulations; and 5) evaluate the impact<br />

of this program by randomizing members of a large purchasing organization to receive existing quality<br />

information with or without this supplemental program.<br />

The Outcomes of Hospital Outcome Studies<br />

The objectives of this project were to: 1) evaluate the impact of publicly released hospital outcomes data<br />

on AMI, diskectomies, and deliveries in CA, and data on CABG and PTCA in NY, on hospital volumes<br />

and referral patterns; 2) evaluate whether this impact varies by age, gender, race/ethnicity, insurance<br />

source, diagnostic category, urgency of admission, or market characteristics; 3) explore how hospitals in<br />

CA and NY have used outcomes data, and to solicit feedback concerning the optimal content and format<br />

of outcomes reports; 4) explore how other interest groups, such as consumer organizations and<br />

purchasers, have used outcomes data, and to solicit similar feedback; and (5) to apply these results in<br />

developing a new generation of hospital outcome studies that will be more responsive to the needs of<br />
