Minutes of the 1 st (first) meeting of the Approval Committee for Surat Special Economic Zone held on21-08-2008, at 11.00 hours at Surat under the Chairmanship of Shri Ravi S Saxena, IAS,Development Commissioner, Surat Special Economic Zone, at Circuit House, Surat.Approval Committee constituted by the Central Government vide Notification dated 18-06-2008issued from F. Saxena, Development Commissioner, KASEZ to conduct the proceedings of the firstApproval Committee meeting.A) The Development Commissioner, KASEZ, briefly explained the SEZ Policy of theGovernment of India, and the thrust on exports from the SEZs. The DC also informed themembers regarding the functions and powers of the Approval Committee.Shri B.G. Tamakuwala, representative of the Developer of DGDC, Surat Special EconomicZone gave a brief of their SEZ regarding implementation of various developmental work andfuture plans.B) Fresh proposals for units in Surat Special Economic Zone:-The following proposals were considered by the Approval Committee:-1. M/s. Shrenuj Gems & Jewellery Pvt. Ltd. - case deferred.2. M/s. Shree Nnansharda Jewellery.Shri Amish Mehta, Proprietor of M/s. Shree Nnansharda Jewellery appeared before the approvalcommittee for personal interview. Proposal is for setting up a unit in Surat Special Economic Zone formanufacture of Diamond Studded Gold Jewellery. Shri Amish Mehta is already involved in thebusiness of manufacturing of Diamond Studded Gold Jewellery on job work basis since last 10 years.They intend to import raw material & Components worth Rs. 3805.98 Lakhs for the proposed project,FOB value of exports for the 5 years period is projected as Rs. 5779.20 Lakhs with NFE of Rs.1973.22 (34.14%). Thus, the proposal was approved by the Committee subject to standard terms andconditions.3. M/s. Alka India Ltd.Shri Jignesh Shah, CA appeared before the approval committee for personal interview. The Chairmanand other members of the approval committee felt that director should have be present before theCommittee, and asked him to bring any one of the Directors of the Company. Thus the case wasdeferred.4. M/s. Neelaay StarShri Nitesh R. Pipalia, Partner of M/s. Neelaay Star appeared before the approval committee forpersonal interview. Proposal is for setting up a unit in Surat Special Economic Zone for manufactureof Polished Diamond. M/s. Neelaay Star is the group co. of M/s. Deepak Diamond. The Group hasachieved a turn over of Rs. 52 Crores export in the last year. M/s. Neelaay Star intend to import rawmaterial & Components worth Rs. 9362.02 Lakhs for the proposed project, FOB value of exports forthe 5 years period is projected as Rs. 15625.00 Lakhs with NFE of Rs. 6263.00 (40.08%). Thus, theproposal was approved by the Committee subject to standard terms and conditions.2…..3…..

5. M/s. Suman DigitalShri Champa Lal Chopra, Proprietor of M/s. Suman Digital appeared before the approval committeefor personal interview. Proposal is for setting up a unit in Surat Special Economic Zone formanufacture of Ink Jet Digital Printing Machine and Flat Bed Digital Printing Machine. TheProprietor of M/s. Suman Digital is in this business since last 15 years, therefore, his contacts willhelp to market the product. M/s. Suman Digital intend to import capital goods worth Rs. 10.10 Lakhs,raw material & Components worth Rs. 6665.300 Lakhs for the proposed project, FOB value ofexports for the 5 years period is projected as Rs. 12400.00 Lakhs with NFE of Rs 5734.7 (46.25%).Their main market for export the product is Pakistan, Bangladesh. Sri Lanka, Thailand and China.Thus, the proposal was approved by the Committee subject to standard terms and conditions.6. M/s. Om ExportsShri Shehul V. Moradia, Partner of M/s. Om Exports appeared before the approval committee forpersonal interview. Proposal is for setting up a unit in Surat Special Economic Zone for manufactureof Polished Diamonds. M/s. Om Export is the group company of M/s. Arjiv Export. The group hasachieved a total turnover of Rs. 800.00 Lakhs in the last year. The group is involved in cut & PolishedDiamonds. M/s. Om Exports intend to import raw material & Components worth Rs. 10084.00 Lakhsfor the proposed project, FOB value of exports for the 5 years period is projected as Rs. 14883.00Lakhs with NFE of Rs 4799.00 (32.24%). Their main market for export the product is Hong Kong,Bangkok, America and Dubai. Thus, the proposal was approved by the Committee subject to standardterms and conditions.7. M/s. Kohinoor Techno Machines LimitedShri Kirit S. Bhatt, Director of M/s. Kohinoor Techno Machines Limited appeared before theapproval committee for personal interview. Proposal is for setting up a unit in Surat Special EconomicZone for manufacture of 1. Laser Machine for Diamond Cutting; 2. Diamond Planner Machine withMark and 3. Russian Bruter. They proposed to manufacture hitech machinery used by DiamondIndustry for Diamond Cutting & Polishing purpose. They intend to list their company for that they areprocess formalities with SEBI. They are going to merge/acquit a sick company with their company.M/s. Om Exports intend to import raw material & Components worth Rs. 1304.00 Lakhs for theproposed project, FOB value of exports for the 5 years period is projected as Rs. 2049.00 Lakhs withNFE of Rs 744.40 (36.33%). Thus, the proposal was approved by the Committee subject to standardterms and conditions.8. M/s. Balaji Bullions & Commodities (I) Pvt. Ltd - case deferred.9. RSBL JewelsShri Rakesh Kothari, Partner of M/s. RSBL Jewels appeared before the approval committee forpersonal interview. Proposal is for setting up a unit in Surat Special Economic Zone for manufacture& trading of Plain/ Article Jewellery/Studded Jewellery/ Medallions of Gold Silver and also in thefield of Platinum Palladium Diamonds/Precious and Semi Precious Stones and Pearls as Studding andalso trading of Diamonds. They intend to import raw material & Components worth Rs. 10795.00Lakhs for the proposed project, FOB value of exports for the 5 years period is projected as Rs.13252.60 Lakhs with NFE of Rs 2457.60 (18.54%). Thus, the proposal was approved only formanufacturing activity by the Committee subject to standard terms and conditions. 10. Asian Star Company LimitedShri Arvind T. Shah, Director of M/s. Asian Star Company Limited appeared before the approvalcommittee for personal interview. Proposal is for setting up a unit in Surat Special Economic Zone fortrading of Cut & Polished Diamonds. They intend to import raw material & Components worth Rs.58310.00 Lakhs for the proposed project, FOB value of exports for the 5 years period is projected asRs. 60000.00 Lakhs with NFE of Rs. 1690.60 (2.82%). The company is one of the leading importersof rough diamonds and manufacturer/exporter of Cut Polished Diamonds in the Global periphery. Thecompany has huge marketing network and staff compatible to cater its customers. Thus, the proposalwas approved by the Committee subject to standard terms and conditions.(Action: JDC, SEZ)The following applications were deferred as the promoters/authorized persons did not appear beforethe Approval Committee for personal hearing.1. Including additional items in LOP.The Chairman stated that the above cases were routine in nature and can be cleared, however theAnnual Performance Report (APR), and alongwith the files should be submitted to the Commissionerof Central Excise.On going through the above proposals for various activities, the Commissioner of Central Excise,Surat-I asked for the files and annual performance reports of the all above other proposals. Therefore,Chairperson (Development Commissioner, Surat SEZ) stated since the Approval Committee has beenconstituted for Surat Special Economic Zone, all relevant files and APRs should be at Surat SEZOffice and not at Ahmedabad Office.…..5…..4
