The Bothell project at first glance mimics a potential project in the SE Quadrant. Main-Street acquired 7.4 acres of land and proposes to build a mixed use project of nearly 400 apartmentsand 30,000 square feet of commercial space.In the Sammamish Town Center A zone, assemblage of all 10 acres of the SE Quadrant Azone would in theory permit 400 apartments. Again, all the costs of development need to pencilout as financially feasible. A detailed comparison would be interesting.Unfortunately, delays, the Ace Hardware mess, the uncertainty, and lack of concrete interestform developers destroyed the land assemblage that SE Quadrant landowners struggled to sustainsince 2002. IntraCorp has taken advantage of two property owners who are facing hardshipsand under pressure to sell. Those property owners have signed agreements at a belowmarket price. One other property owner who is landlocked has also signed. Wetland classifications,street set backs, buffers, expensive exactions and traffic circulation present a real challengeto a developer.There are big differences between Bothell with its aggressive value orientation toward towncenter development and Sammamish with its reactive/regulatory value orientation. From a distanceSammamish looks good; up close Sammamish reveals itself to be a dead end for developers.I wonder, as developers get to know Sammamish, will their interest cool or remain warm?There are some encouraging signs that CIA will be presenting the City Council and staffwith some useful pro forma analysis that put a dollar sign on all the regulations associated wsithtown center development.Questions:• Is their a market in Sammamish for studio and one and two bedroom apartments?• What is the impact of infrastructure costs on the feasibility of projects?• What are the costs associated with achieving maximum allowed density of 40 unitsper acre?• Is there motivation for landowners to sell their land? Developers are offering to paybased on buildable land. One landowner in the SE Quadrant signed an agreement but Isuspect with IntraCorp but did he calculate the price of his land after 50 feet of bufferalong 600 feet of his property is eliminated from the buildable calculation? In the SEQuadrant four landowners will see a sizable portion of their land eliminated by wetlandsand buffers. Their participation in a project is now questionable.As we proceed additional questions as to the feasibility of the town center plan will appear.I invite the City Council and staff to work closely with landowners and developers to identifycritical issues and conduct an appropriate analysis.Page 2
