The restrictions mentioned in this Section shall not be applicil ble to a member of<br />
any family, who, after appointment to any position in an office or bureau, contracts<br />
marriage with another employee in the same office or bureau, or those who were<br />
affected by reorganization in which event the employment or retention therein of both<br />
husband and wife may be allowed.<br />
The prohibition shall not also apply in case of promotion if the person to be<br />
promoted occupies a career and next-in-rank position, or to those devolved to local<br />
government units or who were affected by reorganization or to any member of a<br />
personnel selection board.<br />
Chapter 2. Other Prohibitions<br />
SEC. 220. Political Activity. - Civil servants may become members of political<br />
parties, express their views on current political problems or issues, and support the<br />
candidates o their choice However, they may neither engage in any electioneering nor<br />
may they use official authority to influence or coerce the political activity of any person<br />
or organization.<br />
SEC. 221. Appointment of Military Personnel in the Civil Service System. -<br />
It shall be unlawful for any member of AFP in the active service to be appointed or<br />
designated in any capacity to .any civilian position in the government, state universities<br />
and colleges, government-owned and -controlled corporations with original charters or<br />
created under special laws, and local government units.<br />
SEC. 222. Additional or Double Compensation. - No elective or appointive<br />
public officer or employee shall receive additional, double, or indirect compensatjon,<br />
unless specifically authorized by law, nor aocept any present, emolument, office, or title<br />
of any kind from any foreign government unless allowed by law.<br />
Pensions, gratuities or honoraria shall not be considered as additional, double or<br />

indirect compensation.<br />
SEC. 223. DetailorReassignment. - Except when the exigencies of the service<br />
require, no public officer or employee of the government shal I be detailed or reassigned<br />
three (3) months before any local or national election.<br />
SEC. 224. Courtesy Resignation. - It shall be unlawful for any public officer,<br />
elective or appointive, to require public officers and employees within his/her jurisdiction<br />
to submit courtesy resignations for whatever reason or purpose.<br />
SEC. 225. Appointment and/or Transfer of Officers and Employees of<br />
Oversight Agencies. Unless allowed by the Commission in meritorious cases, heads<br />
of oversight agencies and their staff are prohibited from transferring or being appointed<br />
to any position in the department agencylofficeAoca1 government unit which hislher unit<br />
is assigned or designated to oversee within one 0) year after termination of such<br />
assignment or designation.
