Title I - Administrative Discipline<br />
Chapter 1. General Provisions<br />
SEC. 182, Disciplinary Action, - No public officer or employee in the civil<br />
service system shall be disciplined, suspended or removed from office except (for<br />
cause as provided for law and after due process.<br />
The following shall be grounds for disciplinary action:<br />
(a) Conduct prejudicial to the best interest of the service;<br />
(b) Discourtesy in the course of official duties;<br />
(c) Disgraceful or immoral conduct;<br />
(d) Dishonesty;<br />
(e) Drunkenness;<br />
(f) Engaging directly or indirectly in partisan political activities by one holding a<br />
non-political office;<br />
(9) Engaging in or supporting acts of insurrection, rebellion, sedition, and other<br />
crimes against public order as defined in Title Three, Book Two of the<br />
Revised Penal Code and commission of crimes against national security<br />
and the law of nations as defined in Title One, Cook Two, Chapters One,<br />
Two, and Three of the Revised Penal Code;<br />
(h) Engaging in prohibited activities under Section 139 of this Code;<br />
(i) Falsification of official documents;<br />
(j) Final conviction of crime involving moral turpitude;<br />
(k) Gambling prohibited by law;<br />
(I) Illegal strike;<br />
(m) Inefficiency and incompetence in the performance of offcial duties;<br />
(n) lnsubordina ti on;<br />
(0) Neglect of duty;<br />
(p) Nepotism;<br />
(9) Oppression;<br />
(r) Pursuit of private business, vocation or profession in violation of civil service<br />
service rules and regulations;<br />
(s) Refusal to perform official duty, or unjust refusal to render overtime service;
