universities and colleges.<br />
Class refers to all positions in the civil service system that are sufficiently<br />
similar as to duties and responsibilities and require similar qualifications<br />
that can be given the same title and salary and for all administrative and<br />
compensation purposes, be treated alike.<br />
Commission refers to the Civil Service Commission.<br />
Commissioner refers to either of the two (2) other members of the<br />
Commission.<br />
Consultant refers to the person engaged under a consultancy contract by<br />
reason of expertise not readily available from career personnel, to perform<br />
highly specialized functions for a short duration, with a definite output,<br />
having no employer-employee relation with the contracting agency.<br />
Department refers to any of the departments in the Executive branch,<br />
Congress, the Judiciary and any of the constitutional commissions.<br />
Disciplining authority refers to the person or body authorized to suspend,<br />
dismiss or discipline public officers and employees in the civil service<br />
system.<br />
Eligibility refers to the qualification acquired by an individual after passing<br />
a civil service examination or granted by law or by the commission, for<br />
entrance into and promotion in the career service.<br />
Employee refers to any person employed in the civil service system of<br />
whatever category or class up to division chief level.<br />
Employee organization refers to any employee organization, union,<br />
association, federation, confederation, society or alliance duly registered<br />
in accordance with the provisions of this Code.<br />
Examination refers to the test conducted by the Commission or any<br />
agency authorized by law for the purpose of determining merit and fitness<br />
for appointment in the civil service system.<br />
Grievance refers to an employee’s complaint regarding working<br />
conditions, working relationships or employment status.<br />
Grievance procedure refers to the mechanisms of resolving employee<br />
grievances and complaints.<br />
Highly technical position refers to a position which requires the occupant<br />
to possess skill or training in a supreme or superior degree, like that of a<br />
scientist.<br />
Job orders refers to a contract of service of individuals or groups paid<br />
under a lump sum appropriation for a short duration having no employer-<br />
employee relation with the government.<br />
Merit system refers to an organized mechanism by which the selection,<br />
utilization, compensation, training, retention and discipline of employees in<br />
the service are governed by comparative merit and achievement.
