SEC. 108. lnfer-Agency Scholarship Commiftee. - The inter-agency<br />
scholarship committee shall be co-chaired by the Chairperson of the Commission and<br />
by the Director General of the National Economic and Development Authority (NEDA).<br />
The Committee Secretariat shall be based at the NEDA. The following agencies or their<br />
duly designated representatives who hold positions not lower than that of assistant<br />
secretary or its equivalent shall constitute the members:<br />
(a) Department of Foreign Affairs;<br />
(b) Department of Education;<br />
(c) University of the Philippines;<br />
(d)<br />
(e)<br />
Commission on Higher Education; and the<br />
Presidential Management Staff-Office of The President.<br />
SEC. 109. Agency Responsibilifies for Training and Developmenf. - Each<br />
department or agency shall be responsible for the development, implementation and<br />
evaluation of its training and development plan as well as its gender and development<br />
plan in accordance with policies and standards promulgated by the Commission.<br />
To carry out these responsibilities, each agency shall establish its own Personnel<br />
Development Committee pursuant to the rules and regulations promulgated by the<br />
Commission.<br />
SEC. I IO. Technical Assistance Consultative Services. - The Commission<br />
shall provide technical assistance and consultative services to all departments and<br />
agencies in the development, administration and evaluation of their human resource<br />
development programs.<br />
The Commission may also avail of advisory assistance from its accredited<br />
training institutions, professional organizations, public sector unions, federations,<br />
confederations and non-government organizations (NGOs) in connection with its human<br />
resource development policies and programs.<br />
Chapter 3. Performance Appraisal<br />
SEC. I 11. Performance Appraisal System. - The Commission shall promote<br />
the establishment of a Performance Appraisal System (PAS) for all appointive public<br />
officers and employees which shall be the basis for incentives, rewards and recognition,<br />
training and development, personnel actions, and administrative sanctions in all<br />
departments and agencies.<br />
SEC. 11 2. Performance Appraisal Plan. - Each department or agency, shall<br />
develop and use one or more appropriate Performance Appraisal Plans (PAP) for the<br />
various groups of positions therein.<br />
All performance appraisal plans shall be in accordance with policies, standards<br />
and guidelines prescribed by the Commission.
