SEC. 102. Scope. - The inspection and audit of the personnel management<br />

programs may include the following:<br />

Organization and personnel management;<br />

Formulation, issuance and implementation of personnel policies; I<br />

Recruitment and selection of employee;<br />

Personnel action and employment status;<br />

Career and employee development;<br />

Performance evaluation systems;<br />

Employee suggestions and incentive award;<br />

Employee relations and service;<br />

Discipline;<br />

Personnel records and reporting;<br />

Program evaluation;. and<br />

Employee organization.<br />

SEC. 103. Submission of Audif Reporfs. - The Commission shall regularly<br />

submit its personnel audit reports to the units concerned, heads of departments, Office<br />

of the President and the Legislature.<br />

BOOK 111. HUMAN RESOURCE MANAGEMENT<br />

Title I - Human Resource Development<br />

Chapter 1. Policy on Human Resource Development<br />

SEC. 104. Policy. - There shall be an integrated program on human resource<br />

development for all levels and ranks in the civil service system that shall provide equal<br />

opportunities for career development.<br />

The Commission shall encourage all departments and agencies to develop and<br />

implement human resource development plans and programs to include, among others,<br />

training and development, performance appraisal and incentives and rewards for their<br />

personnel in accordance with Commission policies and standards.<br />

Chapter 2. Training and Development<br />

SEC. 105. Training and Development System. - The Commission shall<br />

promote opportunities for training in skills enhancement and capability-building<br />

programs, local and foreign scholarships, and other educational opportunities.<br />

SEC. I 06. Commission’s Responsibilities for Training and Developmenf.<br />

- The Commission shall be responsible for the development, administration and<br />

evaluation of government-wide training programs on public personnel administration,<br />

and shall issue the appropriate rules and regulations for the said training and<br />

development programs.<br />

SEC. 107. Responsibilifies for Local and Foreign Scholarships. - The<br />

Commission shall have the resposibility to administer service-wide local and foreign<br />

scholarship programs. It shall ‘also develop policies, standards, procedurals and<br />

guidelines for the effective, efficient and equitable distribution of all scholarship grants.<br />

However, foreign scholarship grants which are part of the overseas development<br />

assistance (ODA) shall be administered by an Inter-agency Committee co-chaired by<br />

the Commission and the National Economic and Development Authority.
