SEC. 95. Council of Human Resource Management OfZcers. - There<br />
shall be a Council of Human Resource Management Officers (HRMO) to be composed<br />
of HRMOs which shall serve as a clearing-house of information to stimulate the use of<br />
innovative methods of personnel management and advocate for sound personnel<br />
policies for good governance.<br />
Chapter 2. Local Government Personnel Administration<br />
SEC. 96. Responsibility for Local Government Personnel<br />
Administration. - Each local government unit shall establish a personnel office for the<br />
implementation of personnel regulations and policies in accordance with the provisions<br />
of this Code, the Local Government Code, and rules, policies, standards, guidelines and<br />
regulations promulgated by the Commission.<br />
SEC. 97. HRMO Posifions in LGUs. - The position of HRMO shall be<br />
immediately mandatory for provincial and city governments, and first and second class<br />
municipalities. Third and fourth class municipalities shall create the HRMO position<br />
within three (3) years from the effectivity of this Code. While the fifth and sixth class<br />
municipalities shall create the same withih five (5) years.<br />
Chapter 3. Position Classification and Compensation ,<br />
SEC. 98. Position Classification and Compensation System. - The<br />
Commission shall develop and administer the Position Classification and Compensation<br />
System (PCCS) which shall have two parts: the Position Classification Plan and the<br />
Compensation Plan. The Position Classification Plan shall consist of the occupational<br />
groups and classes to which positions are to be allocated or reallocated, and the rules<br />
and regulations for implementation. The Compensation Plan shall consist of the salary<br />
schedule, policies relative to salaries, allowances, bonuses, and such other benefits<br />
accruing to the public officers and employees of the civil service system, and the rules<br />
and regulations for implementation.<br />
SEC. 99. Basis for Position Classification and Compensation. - The<br />
classification and compensation of positions in the civil service system shall be based<br />
on similarity of kind and level of work and the determination of the relative worth of<br />
these classes of positions.<br />
SEC. 100. Coverage of The PCCS. - The PCCS shall apply to all positions in<br />
the civil service system whether permanent or temporary, appointive or elective on full<br />
or part-time basis now existing or hereafter created.<br />
Chapter 4. Personnel Inspection and Audit<br />
SEC. 101. Purpose. - The Commission shall conduct periodic inspection and<br />
audit of the personnel management programs of each department and agency to<br />
provide advice and assistance in the development of constructive policies, standards<br />
and procedures to improve all areas of personnel management.
