Chapter 1. Contests on Appointments and Other Non-Disciplinary Cases<br />
SEC. 90. Who May Contest An Appoinment. - Any eligible qualified for the<br />
position may contest an appointment made in favor of one who is not qualified or whose<br />
appointment is issued not in accordance with the law.<br />
SEC. 91. Adjudication of Contests on Appointments and Other<br />
Personnel Actions. - All other cases on non-disciplinary actions shall be adjudicated<br />
initially by the appointing authority, as prescribed by the Commission.<br />
SEC. 92. Appeals on Contests of Appointmenfs, Personnel Actions, and<br />
Non-Disciplinary Cases. - The decisions of heads of agencies on contests of<br />
appointments, personnel actions and non-disciplinary cases are appealable to the<br />
Commission.<br />

Chapter 1. Inter-Agency Relations<br />
SEC. 93. The Central Personnel Agency - The Commission, as the central<br />
personnel agency of the government, shall promulgate rules and regulations on<br />
personnel administration and rnanagement in the civil service system.<br />
SEC. 94. Resfionsibility for Personnel Administration - Each department<br />
or agency shall establish a personnel office to be headed by a Human Resource<br />
Management Officer (HRMO) who shall be responsible for the effective implementation<br />
of personnel regulation an policies.<br />
Employee unions and organizations shall be consulted and represented in the<br />
development and implementation of the agency personnel mechanisms such as merit<br />
promotion plan, incentives and rewards program, performance appraisal system,<br />
incentives and rewards plan, training and development plan, grievance machinery, and
