(e) Contractual - an appointment issued to a person for services in<br />
accordance with a special contract to undertake a specific work requiring<br />
special or technical skills unavailable in the employing agency, to be<br />
accomplished within one year. The contractual employee shall perform<br />
the specific work under hidher own responsibility with minimum direction<br />
and supervision from the hiring agency. No contractual appointments<br />
corresponding to plantilla positions shall be issued.<br />

Casual - an appointment issued to a person for services in an emergency<br />
or during a peak work period to positions which do not have regular items<br />
in the plantilla of personnel of the department or agency. A casual<br />
appointment shall not exceed twelve (1 2) months.<br />
Casual employees who have been in the service for an aggregate<br />
of three (3) years who meet all the qualification requirements of existing<br />
staffing pattern positions shall be absorbed as regular employees in<br />
accordance with the budgetary limitations set by law and rules to be<br />
promulgated by the Commission.<br />
Provisional - an appointment issued to a teacher who meets all the<br />
requirements of the position except the eligibility but shall not exceed<br />
twelve (12) months.<br />
In no case shall temporary, provisional, contractual and casual<br />
appointments exceed an aggregate number of three (3) years in the same<br />
position except in meritorious cases as determined by the Commission.<br />
SEC. 76. Job OrdersKontract of Services and Consulfancy - The<br />
appointing authority may enter into service contracts such as job orderslcontract of<br />
services and consultancies wherein no employer-employee relation exists, which<br />
contract shall be submitted to the Commission within thirty (30) days from execution of<br />
the contract for monitoring and record purposes.<br />
SEC. 77. Rationalizing Casual, Contractual Services, Consulfancy and<br />
Job Orders/Contract of Services. - The Commission shall formulate policies in order<br />
to systematize and rationalize the hiring and expenditures for consultancy, casual and<br />
contractual services.<br />
Chapter 4. On Personnel Actions<br />
SEC. 78. Personnel Action. - denotes the movement of personnel within the<br />
civil service system. It shall include original appointment, promotion, transfer,<br />
reinstatement, reemployment, reappointment, renewal, change of status, upgrading, or<br />
reclassification, demotion and other related action. Personnel actions in accordance<br />
with the rules, standards and regulations promulgated by the Commission.<br />
A vacancy may be filled up by any of the following personnel actions: original<br />
appointment, promotion, transfer, renewal, demotion, reemployment, and<br />
reappointment.<br />
SEC. 79. Original Appointment. - refers to the initial entry into the career<br />
service or non-career service.<br />
The appointee shall undergo a probationary period of six (6) months during which<br />
he/she shall undergo a thorough assessment of hislher performance and conduct.
