AN ACT<br />
ESTABLISHING A CIVIL SERVICE CODE OF THE PHILIPPINES AND FOR OTHER<br />
PURPOSES<br />
Be it enacted by fhe <strong>Senate</strong> and House of Representatives of the Republic of the<br />
Philippines in Congress assembled:<br />
BOOK 1. GENERAL PRINCIPLES<br />
Title I - Policies on Civil Service System<br />
Chapter 1. Declaration of Policy<br />
SECTION 1. Short Title. - This Act shall be known as the “Civil Service Code of<br />
the Philippines.”<br />
SECTION 2. Declarafion of Policy. -<br />
The state recognizes the primary and enduring role of the civil service<br />
system in implementing the laws, managing public affairs, and ensuring<br />
the delivery of public services.<br />
The state shall provide the enabling environment that will promote its<br />
integrity, independence, productivity and excellence.<br />
It is the policy of the State to promote the Constitutional mandate that:<br />

Appointments in the civil service system shall be made only Qn the<br />
principle of merit and fitness;<br />
Public office being a public trust, public officers and employees<br />
must be accountable to the people and live the principles of utmost<br />
responsibility, integrity, loyalty, efficiency, patriotism, justice and<br />
modesty in serving the people;<br />
(3) Employment opportunities in the civil service system shall be<br />
equally available to all qualified citizens;<br />
(4) No public officer and employee shall be disciplined, suspended or<br />
dismissed except for cause and after observing due process of law,<br />

The Civil Service Commission, being the central personnel agency<br />
of the government, shall administer the civil service system and<br />
