SEC 31. The Personnel Records Management Office. - The Personnel<br />
Records Management Off ice (PRMO) shall formulate and implement policies, standards<br />
and regulations pertaining to the storage, maintenance, security control, and disposal of<br />
government personnel records and other related civil service documents. Management<br />
of such records includes maintenance of the resource center for computer-based<br />
information, the library, the archives, and the museum of the Commission.<br />
PRMO shall be responsible for the management of incoming and outgoing<br />
communications of the Commission.<br />
SEC. 32. The Office for Planning. - The Office for Planning (OP) shall be<br />
responsible for the formulation, implementation and monitoring of the long-term<br />
Strategic Plans of the Commission. It shall provide technical support and assistance to<br />
the Commission on organizational planning, benchmarking and research and in the<br />
development of work programs and projects of the different Commission offices<br />
consistent with its mandate.<br />
The Office for Planning shall also oversee the formulation and management of<br />
the Information Technology Plan that shall serve as the blueprint for the development,<br />
implementation, and maintenance of communication and information systems vital to<br />
the internal operations of the CSC as well as to the decision-making functions of the<br />
Commission.<br />
SEC. 33. The Office for Financial and Assets Management. - The Office<br />
for Financial Assets and Management (OFAM) shall take charge of ensuring sound<br />
fiscal and asset management consonant with the annual, supplemental and special<br />
budgets of the Commission as contained in the General Appropriations Act.<br />
SEC.34. The Office for Personnel Managemenf. - The Office for<br />
Personnel Management (OPM) shall take charge of formulating the development plan of<br />
the Commission, which includes sound policies on personnel management in the areas<br />
of recruitment and selection, employee welfare and discipline in the Commission.<br />
SEC. 35. The Regional Offices/Fie/d Offices. - The Regional Offices shall<br />
enforce Civil Service rules, policies, and standards on personnel management within<br />
their respective regional jurisdictions. They shall provide technical advice and<br />
assistance to government off ices and agencies regarding personnel administration such<br />
as but not limited to examination an placement, career development, appointments,<br />
filinglresolution of legal cases, audit, and other functions delegated by the Commission.<br />
SEC. 36. The Infernal Audit Service. - The Internal Audit Service (IAS)<br />
shall oversee the periodic evaluation of existing methods and procedures, including<br />
financial systems, in the Commission and on the basis of such, formulate plans and<br />
programs relative to fiscal discipline, and management improvement and productivity of<br />
the Commission.<br />
