SEC. 24. The Office for Legal Affairs. - This office shall provide the<br />
Commission with legal advice and assistance in the exercise of its rule-making, policy-<br />
formulation, prosecution, quasi-judicial and other functions.<br />
SEC. 25. The €xaminafion, Placement and Recruifmenf Office. - The<br />
Examination, Placement and Recruitment Office (ERPO) shall take charge of<br />
developing, enhancing, controlling, supervising and coordinating pertinent schemes in<br />
the granting of civil service eligibility such as but not limited to administration of Civil<br />
Service examinations. It shall also take charge of formulating programs, policies,<br />
standards and guidelines in the certification and placement of civil service eligibles.<br />
SEC. 26. The Personnel Policies and Standards Office. - The Personnel<br />
Policies and Standards Office (PPSO) shall take charge of the formulation and periodic<br />
review of qualification-, performance- and promotion-standards within the context of the<br />
. merit and rewards policies of the various closed and open career systems.<br />
It shall also develop policies, programs and regulations relative to performance<br />
management, as well as the inspection and audit of personnel mechanisms in the<br />
government agencies.<br />
It shall administer, maintain and implement the position classification and<br />
compensation system.<br />
SEC.27. The Human Resource Development Office. - The Human<br />
Resource Development Off ice (HRDO) shall formulate, administer and evaluate HRD<br />
programs and policies relative to the development and retention of a qualified and<br />
competent work force in the public service. It shall also be responsible for the<br />
innovation and modeling of best-practiced development interventions to enhance<br />
capacities and reinforce service values of public servants.<br />
SEC. 28. The Civil Service lnsfifufe. - This office shall be responsible for<br />
the design and administration of the Commission’s human resource development and<br />
training programs.<br />
SEC. 29. The Personnel Relations Office. - The Personnel Relations<br />
Office (PRO) shall take charge of all inter- and intra-public sector union concerns such<br />
as employee relation standards, conciliation, registration and accreditation of unions<br />
including advocacy work. It shall also serve as the secretariat for the Public Sector<br />
Labor Management Council (PSLMC), and conduct research and training on public<br />
sector unionism, as well as design and develop public sector labor education programs.<br />
SEC. 30. The Public Assisfance and lnformafion Office. - The Public<br />
Assistance Information Office (PAIO) shall take charge of managing an effective<br />
information exchange system between the Commission and its internal and external<br />
publics. Its function includes maintaining strong linkages with media<br />
institutions/practitioners as well as undertaking special projects, such as the CSC<br />
anniversary celebration and the Honor Awards Program, necessary in carrying-out its<br />
dual role of information dissemination as well as feedback generation on operations,<br />
programs and thrusts of the Commission.
