železničných vozidielIn April, at the annual conference of the Association of rolling stocksowners in Senec, company ZSSK CARGO informed of current topicsrelated to rolling stocks maintenance.Rolling Stock Services Division gave information on introduction of thevisual inspections related to freight wagons axles (EVIC – EuropeanVisual Inspection Catalogue) in ZSSK CARGO and possibilities to usethe AVV wagon database from the perspective of using rail undertakingas well as from the perspective of the wagon keepers.Database of AVV wagons and data administrationThere is a change in the field of AVV and it refers to the administrationof contact data of individual wagon keepers, members of AVV contract,which are currently listed in Annex 1 of AVV and centrally administeredby the AVV office. This change is based on the fact that the wagonkeepers will update all their contact details, since in the system up tonow this activity was provided by the AVV office. Both changes - theestablishment of AVV wagon database and administration of data bywagon keepers come into force on 1.October 2010. AVV contract asa technical basis for cooperation between freight wagon keepers andrail undertakings has been facing criticism, with regard to its contents,in certain cases. Freight wagon keepers can get into a situationwhere maintenance criteria listed in the regulations on maintenanceare not in accordance with the criteria set out in the AVV contract.As an example, we can describe repair related to leakage of bearingchambers of wheel sets. Solving of such technical problems is incommon interest of wagon keepers and railways.Entity in charge of maintenanceAnother hot topic is the agenda of the entity in charge of maintenance.The entity in charge of maintenance (ECM) is a term also known inthe new Act on Railways No. 513/2009 Coll., which came into forceon 1.January 2010 and replaced the original Act on Railways No.164/1996 Coll. Each wagon keeper is obliged to specify the ECMwhen entering the rolling stock vehicles in the national register. Therole of ECM is to ensure that the maintenance is in accordance withthe requirements for documentation and requirements for rollingstocks maintenance. ECM may carry out rolling stocks maintenance orit may use contractual maintenance workshops to do so.The role of ECM is in principle clear and with regard to the fact thatrolling stocks maintenance is an important part of railway safetyit could be regarded as the most important element in the furtherdevelopment of rolling stock maintenance.Who will issue certificates to workshops?One of the main problems is the fact that in Slovakia there has beenno legal entity authorized to issue certificates of maintenance toworkshops. For rail undertakings this situation is not alarming, sincethe issue of meeting the requirements for maintenance has beendealt with in the safety certificate, which is a prerequisite for therail undertaking to access the rail network. But for the rest of thekeepers, who are not rail undertakings and therefore, they were notissued a safety certificate, this is a real threat to their activities sincethey have nowhere to turn to. They are now forced to turn to foreigninstitutions located in the European community.
