Fosterbegan his career as a correctional<strong>of</strong>ficer at the now-closed Guilford<strong>Correction</strong>al Center, and was namedassistant superintendent at the DanRiver facility in 2003.A graduate <strong>of</strong> the <strong>Correction</strong>al LeadershipDevelopment Program, Foster isalso a correctional instructor. A&T State University graduate hasa bachelor <strong>of</strong> science degree.‘Women’s Prison’has new wardenRALEIGH | BiancaHarris is the newwarden at thestate’s largestprison for femaleinmates, N.C. <strong>Correction</strong>alInstitutionfor Women (NCCIW)She succeedsAnnie Harvey, whoBianca Harrisearlier was promotedto Female Command managerin the Division <strong>of</strong> Prisons.NCCIW -- commonly known as“women’s prison” -- houses 1,300<strong>of</strong>fenders, the largest population <strong>of</strong>female inmates in the state. All custodylevels and control statuses aremanaged, including death row, maximum,close, medium, minimum andsafekeepers. Also, primary medical,mental and alcohol and chemical dependencytreatment are provided.Women’s prison is also the diagnosticcenter that serves as the point<strong>of</strong> entry into the prison system for allwomen sentenced as felons.In addition to being responsiblefor the facilities and operations, Harriswill oversee the management <strong>of</strong>more than 650 correctional <strong>of</strong>ficersand administrative staff members.Harris had been NCCIW deputywarden since 2008. Her entire correctionscareer has been at Women’sPrison, beginning in 1993 as a correctional<strong>of</strong>ficer.A 1991 UNC-Chapel Hill graduate,Harris has bachelor <strong>of</strong> science degreein criminal justice administration. Sheis an American <strong>Correction</strong>al Associationaccreditation manager.Harris speaks to audiences aboutat-risk youths and female gangs and<strong>of</strong>fenders. She also enjoys reading,writing and cooking.Her parents are Joe and Doris Harris<strong>of</strong> the the Fort Barnwell community<strong>of</strong> Dover.DOP changes, from previous pagerectional Institution has been movedfrom the South Central Region to thePiedmont Region.Additionally, because <strong>of</strong> recentprison consolidations, Anson andRowan correctional centers are nolonger considered as individual minimumcustody facilities. Anson is asatellite unit <strong>of</strong> Brown Creek CI andRowan is a satellite <strong>of</strong> Piedmont CI.


Wake <strong>Correction</strong>al Centerhas new superintendentRALEIGH | Kenneth Royster, a 22-yearDivision <strong>of</strong> Prisons veteran, is the new superintendentat Wake <strong>Correction</strong>al Center.The prison is a minimum custodyfacility housing approximately 410 male inmatesand employing 107 full-time <strong>of</strong>ficersand administrative staff members.Wake <strong>Correction</strong>al Center is primarilya “work” unit; 80 percent <strong>of</strong> the inmate populationleaves the facility each day for incentive wage work assignmentsin various state agencies in the Wake Countyarea. Approximately 50 inmates who are near parole orrelease participate in the work release program, leavingthe facility to work for businesses in the community.Succeeding the retired James Langston, Royster waspreviously superintendent at Raleigh <strong>Correction</strong>al Centerfor Women. He began his career as a correctional <strong>of</strong>ficerat the now-closed Triangle <strong>Correction</strong>al Institution. Roysterhas also worked at N.C. <strong>Correction</strong>al Institution forWomen in Raleigh.He is in the <strong>Department</strong> <strong>of</strong> <strong>Correction</strong>’s <strong>Correction</strong> <strong>News</strong> / June-July 2010 Page 6SpotlightForsyth <strong>Correction</strong>al CenterWINSTON-SALEM |Forsyth <strong>Correction</strong>alCenter in Winston-Salemis a minimumsecurityprison for adultmales.Forsyth wasone <strong>of</strong> 51 countyprisons for whichthe state assumedresponsibility withthe passage <strong>of</strong>the Conner bill in1931. It was one <strong>of</strong>61 field unit prisonsrenovated orbuilt during the late1930s to house inmates who workedthe state’s roads and interstates.Today, the prison operates asa transitional center, handling anextremely high case <strong>of</strong> releasesand specializing in transitionalservices. Inmates assigned to ForsythCC are able to take advantage<strong>of</strong> multiple educational and vocationalclasses <strong>of</strong>fered throughForsyth Technical Community Collegeand Surry County CommunityCollege. Based on a partnershipwith Forsyth Technical CommunityCollege, pr<strong>of</strong>essors and instructorsfrom the college <strong>of</strong>fer part-timeand full-time classes for inmatesinterested in learning a skilledtrade prior to their release. SurryCommunity College works withinmates from Forsyth <strong>Correction</strong>alto provide vocational training,as well as educational coursesat Dobson Educational Center inDobson.Forsyth <strong>Correction</strong>al specializesin vocational classes, includingHVAC, carpentry, electrical wiring,plumbing and automotive. Sheis flanked by Bob Lewis, director<strong>of</strong> the Division <strong>of</strong> Prisons, andSandra Thomas, Lumberton CIsuperintendent.Lumberton <strong>Correction</strong>al salutes volunteersLUMBERTON | Lumberton <strong>Correction</strong>alInstitution recently hosted its annualbanquet honoring the volunteers whoserve the prison.The banquet was held in the facilities’dining hall and featured a mealprepared by the inmates assigned tothe kitchen.Superintendent Sandra Thomaswelcomed the volunteers and theirguests to an evening filled with food,entertainment and gifts.Division <strong>of</strong> Prisons Director BobLewis, guest speaker for the evening,gave a message commitment and encouragementto both volunteers andinmates in attendance. He presented alapel pin to all volunteers at the facility.Approximately 75 volunteers,guests and staff attended the event.Gratitude was also expressed tothe Lumberton Community ResourceCouncil for its generous monetarydonation to the event, to the kitchenstaff and to the horticulture programfor the flower and plants.
