In collaboration with the Ministry of PublicHealth, develop a plan to (1) identify a pool ofqualified civil service employees who wouldbenefit from capacity-building training to sustainthe ministry’s capacity for managing thePartnership Contracts for Health ServicesProgram <strong>and</strong> (2) provide the training.4. Work with the Ministry of Public Health <strong>and</strong> theMinistry of Finance to streamline the paymentprocess to accelerate payments tonongovernmental organization contractors <strong>and</strong>health workers.5. Work with the Ministry of Public Health <strong>and</strong> theMinistry of Finance to (1) implement writtenpolicies <strong>and</strong> procedures that clearly define theroles, responsibilities, <strong>and</strong> approval authoritiesfor the payment process <strong>and</strong> (2) provide furthertraining on the advance/liquidation mode ofpayment process.6.
