<strong>District</strong> Operations and Associated Financial EffectivenessMDUSD could realize a cost savings if <strong>the</strong> Assistant Superintendent position is eliminatedand a Director <strong>of</strong> Special Education position is created. Reclassification <strong>of</strong> this positionshould include job duties primarily related to special education compliance with state andfederal regulations with a direct report to <strong>the</strong> Assistant Superintendent <strong>of</strong> ElementaryEducation in <strong>the</strong> Department <strong>of</strong> Curriculum and Instruction. The assignment <strong>of</strong> thisproposed position to <strong>the</strong> Department <strong>of</strong> Curriculum and Instruction would more closelyalign special education and general education, could fur<strong>the</strong>r support current collaborativeefforts, and could create a greater emphasis on standards‐based academic instruction,improved achievement <strong>of</strong> and access to general education curriculum for students withdisabilities, as well as districtwide collaboration among general and special educatorsregarding <strong>the</strong> continuum <strong>of</strong> services for students with disabilities.A comparison <strong>of</strong> special education district staffing is shown in Exhibit 2‐8. MDUSD andFolsom Cardova are <strong>the</strong> only districts that maintain an assistant superintendent positionwith direct oversight <strong>of</strong> special education. MDUSD and Folsom Cardova are <strong>the</strong> onlydistricts that do not have a director <strong>of</strong> special education position. The average number <strong>of</strong>assistant director/administrator positions is 1.88 with Elk Grove and San Ramon having noassistant director/administrator positions. The average number <strong>of</strong> program specialistpositions is 8.25 with Elk Grove maintaining <strong>the</strong> highest number at 14 positions and MorenoValley maintaining <strong>the</strong> lowest number at five positions.EXHIBIT 2‐8MT.
