We know that although this isabout improved market access, there is a category, Sir, which you allknow, called the green-box which is kept exempt from the application oftariff reduction. Several things are being put in the Green box. What thedeveloped countries are doing is, they are using the Green box byintroducing elements as decoupled income realising that you cannothave decoupled income divorced from production processes, divorcedfrom product processes and seek the advantage which, in the long run,would prove very distortionary and inject a degree of volatility on supportfor agriculture. Even though 80 per cent of the tax on agriculture hasbeen agreed, would the hon. Minister redo and revisit the Green box,particularly bring in greater discipline and eliminate what I call thisparticular income support measure by backdoor in which they will beprotecting ourselves and our agriculture would have been left vulnerable?My fourth question, Sir, is related to the recent proposal which wemade to the Secretariat in July 2009. It is ironic and I will seek yoursubmission to read what the proposal was. The proposal which wemade for restructuring the WTO was going to invest the Secretariat ofthe WTO with vast authorities over and above what is being proposedfor member countries. This is what we said in our July 2009 proposal.We said that "India will favour an arrangement for monitoring of recentdevelopments and members on trade disciplines would be covered bythe Committee based on compilation by the Secretariat or developmentsbetween formal meetings and verified by the members concerned."
