What have we done? We have earmarked30 million tonnes of wheat and 10 million tonnes of rice to sell in theopen market. How to sell? The Food Corporation of India can sell byinviting tenders. But, we took a decision to handover these to States.We requested the State Governments to sell or take these at a particularprice and make them available in the PDS even <strong>for</strong> APL category. Sir,10 lakh tonnes of wheat and 10 lakh tonnes of rice has been allotted toStates and UTs under the Open Market Sale Scheme <strong>for</strong> the retailconsumer to be distribution between the October, 2009, and December,2009 i.e., two months. So, we have written to the States and UTs thatsuch and such quantity of foodgrains was made available to them.These allocations have been made at a subsidized rate of MSP plusfreight without adding tax, procurement charges, handing charges,interest, storage which are borne by the Government of India. So, theMSP which we have paid to the farmer has to be paid by the StateGovernment plus freight from Ludhiana to that particular place. Theother costs such as procurement charges, handling charges, interest,storage rate, etc., will be borne by the Government of India. Theobjective of the Scheme was to make wheat and rice available to retailconsumer <strong>for</strong> his consumption and to control market prices. The Statedelivery system has to take the benefit of this Scheme. However, thelifting of wheat and rice, it is really surprising, under the Scheme by theStates has been very, very poor. As per latest position i.e., as of 6 thDecember, 2009, from the FCI, 21,992 metric tonne of wheat has been
