I have briefed the House while this year we areexpecting less rice production because of the drought situation in certainStates, but still Punjab, Haryana, parts of the Western U.P., theseGovernments have taken tremendous ef<strong>for</strong>ts to save their paddy cropthis year. The Government of India has also supported them. We haveprovided them diesel subsidy. We have provided them additional powerand because of this, they could save their crop and that is why, at least,these two States or three States have definitely saved their paddy crop.That is why our paddy procurement, which has been started frompractically two months, is quite good and, as compared to last year, tilltoday, our procurement is a little higher. But, I don't expect similarsituation all over India because there are a number of other States whichhave been affected. Modification has been made to the order issuedunder the Essential Commodities Act to provide powers to the States tofix and en<strong>for</strong>ce the stock limit <strong>for</strong> several essential commodities. So,these are some of the quick decisions which have been taken.Sir, the hon. Members would recall that in the last Session of theHouse, we had discussed the situation arising because of poor monsoonthat we experienced last year. Since then, we have received fullin<strong>for</strong>mation about the monsoon of the current year. The monsoon hasended with overall shortage of 23 per cent. It is reported that it hasbeen the worst monsoon since 1972. The State Governments havedeclared 316 districts in 13 States, namely, Assam, Himachal Pradesh,Jharkhand, Manipur, Nagaland, Orissa, Uttar Pradesh, Bihar, Karnataka,Madhya Pradesh, Maharashtra, Rajasthan and Andhra Pradesh to be droughtaffected or scarcity or drought-like conditions.
