Till today, the same price pattern has been there. We have notchanged that, though the minimum support price for wheat and rice hasbeen substantially hiked. But this section of the society are, for yearstogether and even today, getting 35 kilograms of rice and wheat at thisparticular price.(Contd. by 4D/RG)RG/6.20/4DSHRI SHARAD PAWAR (contd.): So, we have the PDS and the AAY.There are about six crore families, that is, 30 crores of people, of thiscountry, who have taken full advantage of these schemes. Anotherdecision was taken by this Government to introduce a new category,called, the APL, that is, Above Poverty Line. Now, the people of thiscategory are also entitled to get the foodgrains under the PDS. But itdepends on availability. In the last few years, 10-12 kgs. of wheat andrice have been provided to the APL category. There is an exception tothe States of the North-East, Jammu and Kashmir, hilly States, Andamanand Nicobar Islands and Lakshadweep, where we are even supplying 35kgs. for the APL category. But the other States are getting around 10-11 kgs per family per month. And, if the availability improves, then, theGovernment will, happily, take a decision to enhance this quantity aswell. Along with these, our effort is also to see to it that there isavailability in the local market. Now, there are a number of familieswho do not want to go to ration shops. They are not generally
217Uncorrected/ Not for publication- 08.12.2009dependent on the Public Distribution System of the Government. Theyprefer to buy in open market. For the sake of that section, it is also ourresponsibility to see how the foodgrains are made available in localmarkets. As I said, the availability can be met from production withinour country. But, if there is shortfall, a pragmatic decision has beentaken on a number of occasions to allow imports liberally. But when weallow imports liberally, we also try to take care that domestic farmers arenot affected. In the last, practically, ten years, we have been importingpulses. When we look at the position of the total production of pulsesand the total demand of pulses of this country, there is a gap by about4 million tonnes. So, unless and until, we allow imports to meet theshortfall of 4 million tonnes of pulses, the availability will not be there,and the price of pulses will not be under control. So, we do importthem. There was a criticism as to why this Government is allowingimport of edible oil. This decision has not been taken today. Thispractice has been going on for a number of years. I have not got thedetails with me now. But I can collect the information and give it to theHouse. But, for years together, we have been importing palm oil fromIndonesia and Malaysia, and ensuring availability of edible oil in thiscountry. So, edible oil and pulses are two items which are generallyimported because there is shortage. The reasons are manifold. I willalso go into some specific details about other individual commodities. Anumber of issues have been raised here. I will, definitely, go into eachand every item. Prior to that, I will try to bring out the broad thrust ofthe measures which have been taken in the last few months to improve
