On the otherhand, in the wake of science and technology, we are able to dosomething even with regard to uncontrollable factors. If that be thecase, I could cite one or two reasons. One is the mishandling of theissues which are faced by us.It is on record that the Government has gone to the extent ofexporting rice, wheat and pulses recently when the prices are going uplike anything. When the prices in India are shooting up, why have theygone for export? This is my first point.Secondly, Sir, there is corruption. In the rice export, a scam hasalso occurred. The sugar prices could not be controlled even duringfestival season. Sir, the Minister the other day told us that he has tomake a balance between the interest of the agriculturists and theconsumers. While I agree that the interests of both should beprotected, but, at the same time, this balancing has to be done withoutaffecting the interests of either side.Sir, due to paucity of time, instead of dilating on the variouscauses and reasons for the price rise, etc., I would like to comestraightway to the measures to be taken so that the prices can becontained because I am more concerned about it.Coming to point no. 1, they should go to the root cause insteadof looking upon the periphery.
