Now I am sure that there is one problem which we are facingin India. It is drought. No doubt about it. Flood is a regularphenomenon. It happens every year. So, when the planners and theGovernment make the plans <strong>for</strong> the benefit of the people, they have totake into consideration these things. Mr. Vice-Chairman, Sir, drought isthis year's phenomenon. But price rise is a regular phenomenon and itis rising almost every year.My previous speaker attributed the responsibility to the StateGovernments, without naming or blaming any State or any political party.Okay. That is her privilege. But what I would like to say is that theanti-hoarding clause has been diluted in such a way that it preventedthe State Government from taking steps against the hoarders and blackmarketeersand they can't be arrested and punished. Raids can beorganised. It is the West Bengal people who opened their eyes againstthe black-marketeers and tried to see that the land is fragmented insuch a way that it is not possible <strong>for</strong> some people, the blackmarketeers,to hoard their stock. But that is a different case. Theproblem is that it is the State Government which is increasing the priceof inputs of agriculture. Take the price of fertilizer. Who is determiningthe price of fertilizer? It is the Central Government. Who is raising or
